Job Title: Workforce Development Supervisor

Department: Alaska’s People (AKP)

Reports To:      Manager/ Sr Manager of Alaska’s People

Supervises: Workforce Development Coordinators I/II/III

FLSA Status: Exempt

Pay Grade: E4 (Supervisor)

Job Type: Regular, Full-Time

General Functions:

Under the direction of the AKP Senior Manager, the Workforce Development Supervisor/Manager (WDS) is responsible for hiring, training, coaching, and supervising the Workforce Development Coordinator I, II & III positions. This position also provides assistance to the Senior Manager in aspects of program development, policy, procedures and grant implementation, and evaluation of data.  In addition, the Workforce Development Supervisor/Manager assists the AKP Senior Managers with capturing statistical data for 477 Services in order to ensure outcomes are recorded with accuracy and in a timely manner. The Workforce Development Supervisor/Manager must have proficient knowledge of AKP policies, and procedures. 

Duties and Responsibilities, including but not limited to:

  • Lead workforce development efforts that identify potential for our participants and work as part of a cohesive team to ensure effective communication and accountability.
  • Promote Alaska Native/American Indian hiring preference in a constructive manner that maintains respect for CITC’s diverse populations
  • Represent CITC at internal/external meetings and outreach events related to promoting workforce/professional development our people.
  • Be proficient in all program databases and serve as the main point of contact for database questions.
  • Assist the Senior Manager with preparing data dashboard metrics for board and grant reporting purposes to be submitted in a timely manner.
  • Assist the Senior Manager and Director with ensuring all grants are managed and reported on and outcomes are met.
  • Assist the Senior Manager with updating and creating/implementing program policies and procedures to be reviewed by the AKP Director.
  • Promote an environment where all staff work in partnership to provide the best environment possible for both staff and participants.
  • Supervise WDC I/II/III in developing appropriate goals, and training plans using the WDC training plan, providing performance feedback/coaching, and annual evaluations.
  • Monitor and assist the WDC I/II/III staff with capturing and documenting all AKP employment services performed in accordance with AKP and CITC Policies and Procedures.
  • Monitor WDC I/II/III monthly contact with participants, and case load maintenance as it relates to compliance and timeframes, to ensure that participants are receiving timely and appropriate services. 
  • Monitor, coordinate, and assign appropriate training opportunities for staff. 
  • Monitor the AKP supportive services budget and ensure expenditures according to current policies and procedures. 
  • Conduct regular file reviews and provide feedback to all WDC’s. Bring policy issues to the Senior Manager or Director, as appropriate.
  • Utilize employment resources, especially through the CITC Job Developer and within the community to provide and share work and training opportunities for participants.
  • Partner with local colleges, schools, and vocational centers to provide training partnerships and opportunities for participants.
  • Work as part of a team including co-workers, partner agencies, and the participant.
  • Create standards of excellence among staff through continual encouragement for staff development, certification, continuing education, and other related hands-on training.
  • Support the team with caseload maintenance when necessary.
  • Conduct supervision with direct reports at least bi-weekly to review their goals and training needs have been met. Provide coaching to staff about their performance.
  • Conduct staff meetings at least monthly.
  • Attend monthly department supervisory team meetings.
  • Maintain confidentiality according to regulations, policies, and procedures.
  • Perform all related duties as assigned.

Minimum Core Competencies: CITC Values, Respectful Leadership, Professionalism, Emotional Intelligence, Problem-Solving/Critical Thinking, Communication Skills

Minimum Qualifications:

  • Associates degree in Human Services, Human Resource Management, Social Work, Vocational Education, or a closely related field of study. Relevant work experience may substitute for the education requirement on a year-for-year basis. 
  • Two (2) years of supervisory experience. 
  • Two (2) years of job coaching/employment counseling experience. 
  • Continued employment is contingent upon a report from a state and federal background check.
  • Valid Alaska driver’s license and insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age and have had a driver’s license for at least three years.

Preferred Qualifications:

  • Bachelor’s degree in Human Services, Human Resource Management, Social Work, Vocational Education, or a closely related field of study.
  • Two (2) years’ experience in social work and workforce development.

Physical Requirements: 

  • Primarily works in an office setting, with extended periods of time at a desk and on a computer.
