Job Description
POSITION TITLE: Field Appraiser
GENERAL STATEMENT: The Appraisal District is an equal opportunity employer and does not consider race, color, creed, age or sex in matters of employment. The masculine or feminine pronoun is used only for convenience and either may be substituted for the other.
GENERAL POSITION SUMMARY: Under direct and general supervision of a Senior Appraiser, discover, locate and value Real Estate (land and improvements) and Business Personal Property (machinery, inventories, equipment, furniture, fixtures), and administer multiple exemptions for the appraisal roll to be utilized by the Taxing Entities.
DUTIES AND RESPONSIBILITIES:
- Draw, measure and label improvements and gather specific data pertaining to architectural style, construction and component parts.
- Record the quality of materials and workmanship of improvements and be able to maintain property equalization according to class, quality and construction type in a neighborhood.
- Obtain and analyze market cost, sales and income data for appraisal purposes of land and improvements.
- Identify businesses throughout the year and be able to evaluate personal property assets.
- Operate an automobile in the course of work and maintain a mileage log daily.
- Coordinate areas of responsibility and work as a team when needed with other Field Appraisers and Senior Appraisers.
- Manage time during field work without direct supervision and organize work for best production, accuracy and timely completion.
- Justify and explain property values through all types of communication with property owners.
- Perform any other work necessary to fulfill the goals of the Appraisal District.
EDUCATION AND EXPERIENCE:
- A bachelor’s degree from a four-year accredited college or university is preferred. Candidates with a Registered Professional Appraiser (RPA) designation or relevant experience may be considered.
KNOWLEDGE, SKILLS AND ABILITIES:
- Must know or be able to learn, retain and recall:
- Appraisal practices and procedures
- Basic accounting, auditing and economic principles.
- Tax law and other laws pertaining to ownership of property.
- Map reading.
- Computer systems (Microsoft office, computer-assisted mass appraisal software, etc.)
- Must be able to follow oral and written instructions.
- Must have the ability to maintain an effective relationship with other employees and a professional demeanor when dealing with property owners or their representatives.
- Must be able to work independently and make decisions based on knowledge and experience.
- Must be of good character with complete integrity and mature judgment.
Special Requirements:
Must possess a valid driver's license.
Must register with the Texas Department of Licensing and Regulation (TDLR).
Must progress through the courses and levels of an appraiser as required by the Texas Department of Licensing and Regulation (TDLR).
Your employment with the Appraisal District is expected to receive your paramount attention. Appraisal personnel who are licensed by the State to make value judgements are prohibited from accepting outside employment (“moonlighting”) due to possible conflicts of interest unless approved by the Chief Appraiser.
