Union Power Cooperative has an immediate opening for an Engineering Technician who will ensure that the power delivery system, automated metering infrastructure system and the Supervisory Control and Data Acquisition system are maintained and operated with a pursuit of excellence which will provide safe and reliable power with exceptional value while continuously remaining focused on the Cooperative's Mission and Vision Statements, and the promotion of the Cooperative's Guiding Values.

Essential Duties of the Position:

  1. Assist Engineering and Operations Department to install, commission, maintain, test and troubleshoot Supervisory Control and Data Acquisition (SCADA) system and equipment such as Remote Terminal Units (RTU's) and communication equipment.
  2. Assist Engineering and Operations Department in commissioning, testing and maintaining new and existing substation and down line equipment including equipment with intelligent electronic devices (IED's). Includes performing routine inspections of substation and down line equipment to ensure safe reliable operation as needed. IED's include but are not limited to regulator controls, electronic recloser controls and microprocessor based relays.
  3. Assist Engineering and Operations Department to install, commission, maintain, test and troubleshoot automated metering infrastructure (AMI) system.
  4. Assist Engineering and Operations Department to install and maintain fiber optic communication cable in substations for SCADA and AMI.
  5. Assist Engineering and Operations Department to investigate and resolve power quality issues through the use of IED's, monitoring equipment, related software etc.
  6. Assist Engineering and Operations Department in periodically inspecting three phase meter and single-phase instrument rated meter installations. Program electronic meters as required.
  7. Assist Engineering and Operations Department during outage restoration. Retrieval of event reporting data as required for system events such as momentary and sustained outages. Use of outage management system, SCADA system, communication equipment and other systems in dispatch operations center as required.
  8. Assist Engineering and Operations Department to install, inspect, maintain and program meters and equipment for complex metering accounts including distributed energy resource (DER) accounts (i.e. PV accounts).
  9. Assist E&O department during switching procedures as needed. Includes, but is not limited to, proper use of hot line tools, operation of switches, assisting in writing and executing switching procedures and proper radio protocol.
  10. Perform all duties assigned by supervision

Work Qualifications:

  1. Two year technical degree required. Technical field such as electrical theory, electronics or computer science preferred. Four years of work related experience can be used in lieu of degree requirement. Work experience must be directly related to duties of the position listed above. Work experience equivalency will be evaluated based on specific information provided by applicant.
  2. One (1) year of practical engineering related experience in the operation of equipment on electrical transmission and distribution systems required.
  3. Experience with Outage Management Systems (OMS) preferred.
  4. Experience with SCADA systems including alarms, status and analog point management preferred.
  5. Experience with SCADA protocols including Distributed Network Protocol (DNP) preferred.
  6. Experience with IED's including Schweitzer Engineering Laboratories (SEL) protective relays, monitors, meters and controls preferred.
  7. Must have computer skills that include competency with computer programs involving spreadsheets, documents, presentations and e-mails, as well as a general understanding of Transmission Control Protocol/Internet Protocol (TCP/IP) networking and serial communications.
  8. Must have excellent communication skills, both verbal and written.
  9. Must have valid driver's license.
  10. Maintains regular and predictable attendance.
  11. Ability to read and interpret both digital and paper maps.
  12. Must have the ability to: identify control systems conductors of various sizes and colors, to reference operating/service/installation and user manuals in print and digital formats, verify continuity of conductors and fiber optic cables by visual and/or audible signals. Must have the physical ability to: use hand tools, install and terminate control wiring, install and terminate fiber optic cable, lift and set up equipment test sets, install control cabinets on reclosers, install control cabinets on regulators and have the physical ability to lift up to 75 pounds.

Working Conditions:

Work in all types of weather while performing duties during normal working hours and after hours as needed. Work in areas with various footing conditions including washed stone, concrete, fiberglass ladders and electrical right-of-way. Work in areas that may require extended times of bending at the waist or with bent knees and areas that may have limited access/egress. Work in and around substations.
