Job DescriptionJob Description

The Rosenberg Housing Authority administers HUD's Housing Choice Voucher Program for all of Fort Bend County. This program provides rental assistance to low-income families. Responsible for assisting the Executive Director in the administration and operation including accounting, financial management, budgeting, and knowledge of sound business practices.

Responsibilities

1. Prepare and submit requisitions funds.

2. Keeps the development books of account in accordance with standard accounting principles and HUD procedures in cooperation with the fee accountant.

3. Prepares all reports and other documents required and arranges for timely submission of such items.

4. Makes prompt deposits.

5. Prepares checks and posting disbursements to the general ledger.

6. Post cash receipts to general ledger.

7. Prepares checks and issues invoice payments at the approval of the Executive Director.

8. Controls expenditures in conformance with approved budget.

9. Purchases maintenance material, supplies and equipment, office equipment and other property as required.

10. Prepares all financial and occupancy reports as required by regulations and submits same to agencies involved.

11. Keeps books of accounts in accordance with standard principles and HUD procedures.

12. Conducts annual inventory of all non-expendable equipment and property.

13. Handles all fiscal functions for the Executive Director and the Authority in cooperation with the fee accountant.

14. Answers telephones promptly and properly assuring each caller is treated courteously and is referred appropriately.

15. Takes accurate messages.

16. Attend all meetings and workshops to enhance skills and become more knowledgeable of employment surroundings. Some travel is required.

17. Assists Executive Director with filing of agency documents.

18. Types outgoing correspondence; responsible for data entry of all daily business conducted on the computer.

19. Investigates service, billing inquiries; assures proper credit to accounts.

20. Develop and maintain good client relations.

21 Issues rent payments to landlord each month and reconciles the funds paid out.

22 Prepares accurate reports to be submitted to HUD.

23 Tracks all payments to be received as a result of portability and invoices other housing authorities when payments are delinquent.

 

Qualifications

High school diploma or equivalent; the ability to plan and meet and deal tactfully with the public and clients. Should have a wide range of management, organizational and administrative skills. Requires knowledge of financial management, accounting, computers, budgeting and control of finances. Must have the ability to review information and make sound decisions on facts presented.
