A Senior Programmer is responsible for leading and/or working on the most complex IT applications design, documentation, development, modification, testing, installation, implementation and support of new or existing applications software. This classification may also plan, install, configure, test, implement and manage a systems environment in support of an organization’s IT architecture and business needs. Common organizational or functional industry position titles for programmers include but are not limited to programmer analyst, applications developer, software engineer, software developer, software quality assurance specialist, systems programmer, systems software programmer, database administrators, computer systems analysts, systems engineer, systems software engineer.
Key Qualifications:

Technical Expertise: Strong knowledge and experience with Java web development, specifically using JSP, Struts (version 1 highly preferred, version 2 acceptable), HTML, CSS, JavaScript, and Hibernate framework. Proficiency in MVC design and Oracle Database 12c or later is essential.
Experience: A minimum of 7 years in electronic data processing systems study, design, and programming. At least 4 years should be in a lead capacity. Proven working experience in Java development for at least 5 years is preferred.
Additional Technologies: Familiarity with Oracle WebLogic 12c, Eclipse IDE, and Git version control is advantageous. Strong understanding of relational databases and object-oriented programming concepts is crucial.
Project Focus: Candidates will be working on projects that involve 80% backend (Oracle PL/SQL) and 20% frontend (Java).
Framework Requirement: Experience with the Struts framework is critical. Struts 1 is highly preferred, Struts 2 is acceptable, but lack of experience with Struts will make it difficult to consider the candidate for this role.
Communication: Excellent verbal and written communication skills are necessary to effectively collaborate with stakeholders and document project progress.
Additional Requirements:

Education: Bachelor’s degree in Information Systems, Computer Science, or a related IT/Engineering field. Additional qualifying experience may be substituted on a year-for-year basis.
Background Check: Candidates must clear the Los Angeles County Probation Department's background check and live scan process, which typically takes around 4 weeks.
