Cambio Consulting Group is seeking a part-time Senior Management Consultant with experience in debt and offset programs supporting the United States Department of Treasury (Treasury) possessing excellent technical skills to join its Federal practice and take an active role in assisting in a number of strategic initiatives. This support requires development, maintenance, and operational support for the DDM Debt Mainframe Input Management application and supports transitioning file processing off the Mainframe on a variable as-needed basis. The Debt Input Management application supports the Treasury Offset Program (TOP), Cross-Servicing, and Centralized Receivables Service (CRS) mainframe file processing.

Majority of work may be performed remotely, although there is the potential of travel depending on applicant location:

· Washington, DC

· Birmingham, AL

· Austin, TX

REQUIREMENTS

· 10(+) years of Consulting Experience

· MUST have 10 years of hands-on experience working in IBM Mainframe experience; REXX and COBOL programing, JCL, TSO/E and ISPF/PDF including jcl skeletons and file tailoring, Connect:Direct scripting.

· MUST have 10 years of hands-on experience working in CA mainframe experience; CA-View, CA-Deliver and CA-ESP with expertise of the CA-ESP job scheduling system.

· MUST have hands-on experience working in maintaining and debugging the TOP, Cross-Servicing, and CRS Input Management REXX applications and migration of the Input Management code/scripts changes to UAT and production environments.

· Hands-on experience with the development, maintenance, and operational support for the DDM Debt Mainframe Input Management application.

· Hands-on experience supporting the transitioning file processing off the Mainframe.

· Hands-on experience with Debt Input Management application.

· Hands-on experience with mainframe file processing.

· Minimum Education: Professional with a Bachelor’s or Higher degree in Business Administration or Management, Finance or Accounting, Public Policy or Public Administration, Computer Science or Information Technology, or similar

· Excellent communication skills

· Excellent management skills

· MUST BE US CITIZEN

Ideal Candidates have:

· Federal experience supporting Treasury and/or other federal agencies.

· Big four consulting firm experience or similar

· Thorough knowledge of Federal requirements and compliance within the subject matter

Duties:

· Hands-on experience mentoring and providing on the job training to the Debt File Processing Operations and Software Testing staff on mainframe technologies, Debt Mainframe Input Management file processing operations, and mainframe trouble-shooting techniques.

· Hands-on experience in supporting Debt Software Testing team to troubleshoot and resolve agency debt file testing issues and support with Input Management configuration setup on the mainframe for agency file testing.

· Hands-on experience troubleshooting and resolving mainframe Debt file processing production operational issues due to Input Management application, Connect: Direct file processing, CA ESP or any other Mainframe related issue.

· Hands-on experience developing, testing, and implementing mainframe Input Management application code changes and configuration changes to support Debt onboarding new file types and agency file transfer changes.

· Hands-on experience in assisting DDM staff with developing and reviewing file transfer requirements to support moving data files for TOP, Cross-Servicing, and CRS from the mainframe through MoveIT and/or Sterling File Gateway products to/from AWS S3 landing pad buckets.

·Hands-on experience supporting tests and validations in TOP, Cross-Servicing and CRS file transfer functionality between the Mainframe, MoveIT and/or Sterling File Gateway, and AWS S3 landing pad buckets.

· Hands-on experience in assisting DDM staff with developing and reviewing file transfer requirements to support moving external customers data file transfers for TOP, Cross-Servicing, and CRS off the mainframe to MoveIT and/or Sterling File Gateway products.

· Hands-on experience supporting tests and validations of file transfers between external customers for TOP, Cross-Servicing, and CRS with MoveIT and/or Sterling File Gateway and with AWS S3 landing pad buckets.

· Hands-on experience developing, testing, implementing, and maintaining mainframe REXX routines to purge DDM Debt data files off the mainframe that meet data retention schedules and creates an audit log for the purged data files.
