China Expert

Position Description:
The China Expert supports US Army North G5 Future of Homeland Defense Project in solving future problems that may face the nation. This position requires expertise based on an iterative basis to support the future HDP, which incorporates inputs and collaborative efforts from multiple DoD commands and subject matter experts (SME) from academia and private industry.

This is a part-time Contractor role which requires a commitment of one week each month to participate in the ARNORTH HDP Design Workshop on Fort Sam Houston, TX for the purpose of collaborating with other SMEs. As the China Expert, you will work with other SMEs on the team to provide expert advice and guidance to clients, leadership, and VIPs. You will be a specialist who has a deep understanding of the national goals and strategic posture of the People’s Republic of China and the ability of that nation to develop, field, and deploy an effective military instrument in support of its national strategic objectives. The China Expert will have a firm grasp on China’s foreign policy, economic policies, military-civil fusion, development strategy, defense policy and China’s belt and road initiative. You will be responsible for writing White Papers on topics such as China’s growth on the world stage, Chinese aggression to their neighbors, and other selected topics as directed by the ARNORTH G5 that address China’s threat to the U.S. Homeland.

Key Responsibilities:

• This part-time hybrid position requires a minimum of one week each month to participate in the ARNORTH HDP Design Workshop in San Antonio, TX.
• Collaborate with other SMEs on the team to provide expert advice and guidance to clients, leadership, and VIPs.
• You will be a specialist who has a deep understanding of the national goals and strategic posture of the People’s Republic of China and the ability of that nation to develop, field, and deploy an effective military instrument in support of its national strategic objectives.

Qualifications:

• Current Secret Clearance with eligibility to obtain TS is required.
• Minimum of master’s degree and 10 years of relevant work experience.
• Proven experience as a Machine Learning Engineer or similar role.
• Understanding of data structures, data modeling, and software architecture.
• Deep knowledge of math, probability, statistics, and algorithms. Ability to write robust code in Python, Java, and R. Familiarity with machine learning frameworks (like Keras or PyTorch) and libraries (like scikit-learn).
• Excellent communication skills Ability to work in a team. Outstanding analytical and problem-solving skills.
• Working knowledge of the tools, methods, and concepts of portals and other real-time or near-real-time knowledge management systems.
• Good communication skills, both verbal and written.
• Strong attention to detail.
• Experience supporting the US Army or the Department of Defense requirements preferred.
• Must be able to work independently with limited government oversight and function effectively as part of a team in a joint working environment.
