About NRHA: Founded in 1940, the Norfolk Redevelopment and Housing Authority (NRHA) provides low-income families in Norfolk, Virginia, with safe and well-maintained housing. It also plans and administers large-scale residential redevelopment programs within Norfolk. NRHA is an award-winning public housing authority that has been exceptionally effective in obtaining private investment partners to fund new neighborhoods, improving low-income public housing, planning and building mixed-income communities, and offering programs that support residents receiving rental assistance on their path to self-sufficiency. NRHA aims to create and apply meaningful housing and neighborhood development programs to serve all residents of Norfolk, Virginia.
Position: Webmaster
NRHA is seeking a skilled and experienced Webmaster that leads, plans, designs, develops, coordinates, implements, and maintains the organization’s Internet, intranet, and affiliated website presence. Designs and executes web and mobile applications. Assists staff in developing and articulating overall NRHA focus and concept for website and intranet. Oversees the management of NRHA website to include registering domain names, and approving site design and functionality. Approves and posts website content for publication, such as blogs, video content, photos, articles and embedded digital resources. Current knowledge of latest web design trends, technologies, and best practices.
- Implements approved web pages; coordinates the work of vendors in the development and execution of website services; configures and maintains content management system for public website; supports day-to-day technical operations of websites; troubleshoots website problems; assists staff in preparing, designing, and implementing new web pages
- Recommends and implements web management policies, procedures, and protocols; upgrades or changes web development and management software as required; responds to staff inquiries on website matters; and monitors and reports on website activity.
- Designs and executes web and mobile applications identifies client application requirements; designs and develops application; coordinates design and activation of application with staff; monitors application use; and takes corrective action as needed.
- Works closely with graphic designer on matters of web design, layout and visual proficiency.
- Initiates rotation of NRHA website main photos to correspond to different seasons or the launch of initiatives, programming, etc.
- Proficiency in HTML, CSS, .Net, JavaScript, SharePoint and WordPress and other web technologies
- Excellent time management skills with an ability to multi-task
- Troubleshoot and resolve website issues promptly and in real time, as per emergencies
- Advises, counsels, and provides information to supervisor and staff regarding web design, web application design, mobile application design, design standards, production schedules and related graphic design matters
- Acts as a liaison to external technology and IT vendors to manage technical graphic and media capabilities relative to NRHA’s site
- Meet regularly with the communications and IT teams to ensure the website aligns with brand strategy and messaging
- Performs other related work as required
Essential Functions

Education, Experience, and Licenses
- Bachelor's degree in computer science or other related field is required for this position.
- Five to seven years of progressively responsible web design experience, to include at least three years of progressively responsible webmaster experience.
- Any equivalent combination of education and experience to obtain required knowledge, skills, and abilities.
