Job Title: Reconnection Hub Navigator
Reports to: Manager of Youth Services
Position Classification: Full-Time /Non-Exempt
Primary Objective: As an integral member of Central States SER’s dynamic and growing team, the Reconnection Hub Employment Navigator will develop and maintain employer partners for placement for qualified youth participants and opportunities to create Work-Based Learning and Paid Work Experience opportunities. Provide comprehensive case management services to a caseload of participants to enable them to reach their short- and long-term education and employment goals. Plans and coordinates hiring youth events. Achieve performance goals for the program as set forth by the program contract to improve outcomes of Chicago’s Opportunity Youth (OY) or 16-24 year-olds who are out of school and out of work.
Essential Job Functions:
- Actively engage, develop, and cultivate relationships with youth service providers, including practitioners in the workforce, education, faith, nonprofit, philanthropic, and civic sectors.
- Work closely with SER staff to create and implement clear and timely communication strategies for various partners’ employers and paid work experience candidates.
- Develop and maintain employer partners for job placement opportunities.
- Identify Paid Work Experience employer partners open to working with undocumented youth and facilitate Paid Work Experience programming component.
- Develop and maintain a working knowledge of program legislation and the local policies related to program expectations and performance outcomes.
- Determine eligibility and suitability for program services before enrolling participants into programming.
- Implement and support ongoing recruitment and intake activities for program participants.
- Create and maintain an active caseload of program participants.
- Assist participants in identifying vocational goals.
- Develop Individual Services Strategies for participants based on formal and informal assessment data and enter plan data into the participant database.
- Facilitate Job Readiness, Career Development, and other workshops related to employment, including resume development, interviewing, job search, soft skills development, etc.
- Generate reports to measure progress toward placement goals
- Maintain customer case management records in electronic and paper files.
- Provide crisis intervention and referral services as necessary.
- Participate in community events and activities to market and support initiatives.
- Perform all other business, educational, and community service duties as assigned.
- Involve appropriate company resources throughout the consultative and service cycle.
- Through NowPow, a data referral tracking system that connects clients with community resources and identifies tracked referral partners, builds and modifies service information profiles for tracked referral partners, and verify that youth are being referred, serviced, and exited.
- Follow up with youth regarding referrals, appointments, interviews, and events.
- Assist with youth recruitment for WIOA Youth Delegate, International Youth Foundation, and other programs offered by SER or its partners.
- Exceed performance goals (team goals include all program performance).
- Perform other duties as assigned and needed to support this initiative.

Qualifications:
Education: Bachelor's degree (preferably in Human Services, Business, or Education area) or equivalent experience
Experience: Minimum of 1-year experience in Youth Services. Previous experience in the employment/training field is preferred.
Skills/Abilities: Ability to establish rapport with and motivate disadvantaged participants to participate in work activities. Excellent oral and written communication skills. Ability to work well both independently and as part of a team. Excellent problem-solving and critical-thinking skills. Ability to organize and prioritize tasks. Excellent keyboarding skills with reasonable accuracy. Computer literacy and comfort working in a variety of internet-based systems. Basic knowledge and working skills in Microsoft, Excel, and PowerPoint. Ability to work in a professional environment. Knowledge of Youth Development practices.
Additional Requirements: Must have a valid driver's license and adequate vehicle insurance coverage.
