Period of Performance: October 1, 2024 to September 30, 2027

Salary Range:  $90,000 to $130,000 Annually DOE

Project/Position Overview:

HUD holds the mission of creating strong, sustainable, inclusive communities and quality affordable homes for all.  The mission of HUD entails working to strengthen the housing market to bolster the economy and protect consumers, meet the need for quality affordable rental homes, utilize housing as a platform for improving quality of life, build inclusive and sustainable communities free from discrimination and transform the way HUD does business.  The Scrum Master is fully responsible for the fulfillment of all contract requirements, deliverables, service delivery, and overall contract performance.

This role is contingent upon award.

Responsibilities and Duties:

  •  Serve as Subject Matter Expert in agile methodology acting as a leader who coaches and supports Agile teams assigned to other initiatives.
  • Organize, direct, and manage all aspects of the program functions involving inter-related project tasks.
  • Establish and maintain technical reports to show progress of projects to management and customers.
  • Organize and assign responsibilities to subordinates, oversee and be responsible for the successful completion of all assigned tasks.
  • Consult with customer and contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules, budgets, and contractual obligations.
  • Interface with all areas affected by the project including end users.
  • Define project scope and objectives. Develops detailed work plans, schedules, project estimates, resource plans, and status reports.
  •  Facilitate and support all scrum events: Sprint Planning, Daily Scrum, Sprint Review, and Sprint Retrospective.
  • Conduct other project meetings and is responsible for project tracking and analysis.
  • Ensure adherence to quality standards and reviews project deliverables.
  • Manage the integration of subcontractor tasks and tracks and reviews subcontractor deliverables.
  • Provide technical and analytical guidance to project team.
  • Recommend and take action to direct the analysis and solutions of problems.
  • Resolve team impediments in order to drive effectiveness of agile teams.
  • Ensure capability and skillsets of the team are adequate to achieve business goals, targets.

Required Education, Knowledge and Skills:

  • Bachelor's degree in Business, Engineering, or other related discipline.
  • 10+ years of Program Management experience with 7+ years in business, technical or financial project management experience required.
  • 5+ years of Agile Program Management experience successfully delivering products and services.
  • Certified Scrum Master (CSM) preferred.
  • Minimum of OSHA 30-hour construction safety training required.
  • Knowledge and experience with construction practices including applicable building codes, historic restorations, masonry, applicable safety regulations, seismic systems, cost breakdown estimating and negotiating, and technical writing
  • Written and verbal communication, problem-solving, and conflict resolution skills
  • Knowledge of software including Microsoft Project, Word and Excel.
  • Maintain a valid driver's license.
  • Qualified applicant must be able to pass a background check.
  • Ability to communicate effectively with a diverse range of individuals.
  • Ability to multi-task and prioritize in a fast-paced work environment.
