The Recovery Navigator Peer will provide peer recovery support services to HHBH clients who are involved with ODHS Child welfare who may be experiencing addiction. The RNP will assist clients in accessing care, succeeding in achieving sustained recovery, and navigating the complexities of maintaining sobriety. This position will be off-site at DHS or JDC.

The Recovery Navigator Peer will facilitate client access to substance use disorder treatment, resources, community recovery groups and act as a liaison between clients, DHS, HHBH. The RNP will act as a knowledgeable partner, providing information to clients on resources and navigating recovery, social and economic barriers. This position will maintain ongoing client support regardless of relapse and will serve as a motivator, ally, role model, navigator and advocate for clients with substance use disorders. The RNP will work to identify appropriate prospective clients and to facilitate timely and effective intake to the treatment program. The RNP will hold a panel of assigned clients and work to maintain clients in ongoing treatment, ensure client engagement with treatment plans and scheduled visits, as well as attend client court hearing with clients. The RNP should possess thorough understanding of the BIPOC community culture to address the barriers to successful recovery, and provide links to community resources and treatment options.

  • Responsibilities:

    • Transport clients to court

    • Support potential clients experiencing ambivalence in regards to seeking supportive substance use services.

    • Serve as a liaison between DHS and Holistic Healing Behavioral Healthcare, detox centers, drug courts, etc) to facilitate connections across systems of care

    • Work collaboratively with the Holistic Healing Behavioral Healthcare clinical team to implement evidence-based services to patients with SUD

    • Address barriers to successful recovery and serve as a role model and advocate and conduct active outreach efforts to encourage attendance and participation in recovery-oriented, self-help, and pro-social groups.

    • Connect HHBH clients with community resources when needed

    • Educate clients about addiction and utilize motivational enhancement techniques to explore treatment options and resolve ambivalence towards care - tip the scales towards treatment

    • Provide peer support by helping patients establish treatment goals and achieve/maintain recovery.

    • Collaborate with patient and care team to develop a comprehensive treatment plan.

    • provide transportation to Clients, and their families as appropriate, to and from services including their initial alcohol and drug assessment, initial child visits, medical appointments, court hearings, initial treatment meetings, 12 step meetings, and drug testing appointments;

    • Assist the Client with completion of any paperwork needed for recommended treatments and eligibility for services necessary to support recovery and stability such as housing, food stamps, energy assistance, and eligibility for the Oregon Health Plan;

    • Reinforce continuation in treatment and sustaining recovery through phone calls, reminder contacts of upcoming appointments, and problem solving with the Client;

    • Assist, on an on-going basis, non-abusing significant others to increase their support of the treatment process; and help the Client develop skills to access community supports and advocate for themselves;

    • Participate in case planning staff meetings requested by ODHS and maintain frequent contact (e.g. weekly) with the ODHS referring caseworker and the A&D treatment provider through any combination of meetings, phone contacts, and written communication which will include, but is not limited to, forms for documenting services provided, a log of time spent with each Client, and reports for the court and the Citizens Review Board (CRB). Timeliness and accuracy of all reports are essential.

    • Provide immediate notification to the referring ODHS caseworker if the Client fails to show for any appointment;

    • Serve as a liaison with ODHS, local SUDs treatment programs, and other agencies such as Corrections, Health Services, child care services, volunteer services, housing, adult probation/parole, mental health services, residential treatment programs (local and in other counties), circuit courts, the juvenile department and the district attorney’s office, defense attorneys, etc.;

    • Maintain frequent, at least once daily while not stationed onsite in the local ODHS Child Welfare Service Area office(s), contact with the ODHS ART Team, assigned ODHS caseworker, or both through a combination of meetings, phone contacts, and e-mails to inform them of Client activity and contact. Immediately inform the ODHS caseworker and ART Team if the parent fails to show for any appointment or is discovered to have used substances when thought to be maintaining abstinence;

    • Prepare written reports, appear, and testify in Juvenile Criminal Court, and CRB Hearings, if necessary, when requested by ODHS, the Juvenile Department, District Attorney, or Attorney General;

    • Serve as a recovery role model;

    • Educate through shared experiences;

    • Support the development of healthy behavior;

    • Assist in identifying and establishing positive relationships;

    • Support the development of effective communication skills;

    • Support the development of conflict resolution skills;

    • Support the development of problem-solving skills;

    • Assist the Client with setting goals;

    • Assist the Client in identifying and building on their strengths and resiliencies;

    • Apply effective coaching techniques such as Motivational Interviewing;

    • Develop tools for effective outreach, engagement, and continued support;

    • Assist the Client in identifying and participating in recovery support systems;

    • Practice a strengths-based approach to recovery/wellness; and

    • Support and facilitate the completion of the Client’s drug testing as required.

    • Clearly and effectively facilitate communication between the client, and any external providers maintaining appropriate confidentiality procedures and boundaries.

    • Report directly to clinical Supervisor and attend regular individual and group supervision.
