Job Purpose:

The OHCC Financial Counselor will assist OHCC patients and their families to get Optimal Health Insurance at the most Affordable rates, specific to their situation. Learn more about each Patient and Family member’s health insurance coverage / situation and record the data with the appropriate future task to follow up on. Over time, develop trend analysis and more streamline and proactive ways to help more people in the community. Provide patients with a positive financial experience and serve as the point of contact for all financial assistance related questions. Communicate with patients to identify and understand financial, social, and other relevant patient information.

 

Essential Job Functions including, but not limited to:

·         Conduct outreach via telephone to OHCC patients on behalf of OHCC. The purpose of the call is to introduce the OHCC patient and family members to OHCC’s expanded Community Service to help patients get low to no-cost ACA Health Insurance. Also Provide the same services but on-site OHCC clinics as requested.

·          Review all aspects of the patient bill(s), collection of liability for upcoming visits and procedure(s), collecting residual and past due balances, reviewing alternate options for benefit coverage.

·         Share information to help OHCC patients in the future, such as those whose Immigration Status might be changing, and can qualify for ACA Coverage.

·         Assist patients and family members who have lost Medicaid coverage. Inform patients and family members that if they lose Medicaid, they should contact us for Assistance.

·         Share with patients and family members via email and/or text the Community Service so they can save the contact as a future resource. This contact will have Intro to Health Insurance video in English and Spanish as well as Request for Eligibility Review Link. All contact information is specifically dedicated to OHCC for data tracking purposes.

·         Assist patients who will be turning age 65 with obtaining their Medicare Card and Medicare Assistance Programs so they have a smooth transition to Medicare benefits. This same Medicare transition process would apply to those patients who are on SSDI. Also verify those OHCC patients on Medicare are getting their maximum benefits and at a minimum are covered by a plan that OHCC accepts.

·         Notify patients that have older children; that we can assist those children in keeping health insurance when they age out of Medicaid assuming they do not qualify for Medicaid.

·         Assist patients who have recently lost or are going to lose their Employer Health Insurance and need affordable health insurance vs COBRA.

·         Record patient / family data: current health insurance coverage (type) for each family member.

·         Record why health insurance coverage is not in place.

·         Record Immigration Status per family member, when applicable.

·         Record & Task Review future Immigration Changes

·         Record & Task Review Patients who have Lost are Losing Medicaid

·         Record & Task Review Patients who are aging out of Medicaid

·         Record & Task Review Patients who have given birth and are subject to losing Medicaid.

·         Record & Task Review Patients who are aging in or SSDI to Medicare.

·         Record & Task Review Patients who are on COBRA and need Affordable Coverage.

·         Properly record data in a dedicated system.

·         Provide timely reports to management.

·         Regular communication with key OHCC staff.

·         Conduct internal collections of outstanding balances via phone calls, texts, emails)

·         Establish payment arrangements per company policy and follow-up on established payment plans.

·         Manage outstanding self-pay accounts and status for management.

·         Promptly and courteously assists and provides accurate information to patients regarding their accounts or services face to face, e-mail, fax, regular mail correspondence, phone call.

·         Serves as a liaison and collaborates with revenue cycle between the patient, providers, external departments, or other responsible person(s) to ensure that charges are applied appropriately, transactions are recorded and appropriately maintained, and account balances and discrepancies are resolved within the prescribed period.

·         Plans, organizes, and prioritizes work to discuss with patients the importance of patients’ financial responsibility.

·         Educates the patients on various available assistance options and explains the financial impact of various alternatives.

 

Required Education:

High school diploma or equivalent required. Associate or bachelor's degree preferred.

Skill, Licensure and Knowledge Requirements:

Certification/Licensure: N/A

File Management and Organization, Excellent Verbal and Written Communication, Proficient Typing, Data Entry, Attention to Detail, Confidentiality, Thoroughness, Experience with Microsoft Word, and Excel.

 

Bilingual English/Spanish required.

 

Physical and Mental Requirements:

Handles many tasks simultaneously and communicates with staff in verbal and written form.
