Location: This is a hybrid role and requires 3 days at the headquarters which is in Ann Arbor, Michigan.

Job Purpose:

The National Center for Manufacturing Sciences (NCMS) is currently seeking a Contract Specialist for its Ann Arbor office. NCMS is the nation’s leading technology consortium that accelerates the development and adoption of cutting-edge manufacturing capabilities to drive American competitiveness.

Primary Responsibilities:

In this role, you will be responsible for the contractual administration for NCMS as well as subsidiary business agreements. You will educate and counsel multiple stakeholders on NCMS collaborative methods and policies, as well as regulations applied to federal award contracting and agreements. The successful candidate will have the ability to manage multiple priorities and complex contractual agreements in a fast-paced, innovative environment.

Essential Functions:

  • Review cost proposals and other forms to draft contracts.
  • Negotiate contracts in accordance with applicable laws, regulations, and contractual provisions.
  • Issue contract modifications in accordance with applicable laws, regulations, and contractual provisions.
  • Ensure reviews and approvals are complete before contractual documents are executed.
  • Maintain contract records for audit compliance.
  • Research and analyze government regulations for legal and audit compliance.

Qualifications:

  • You must be a citizen of the United States, have or be eligible for security clearance, and be fully vaccinated against COVID 19 unless legally exempt.
  • Bachelor’s Degree and a minimum of 3 or more years’ experience in contracts, grants, or other award administration are required.
  • Working knowledge of contract terms and processes, government regulations (Uniform Grant Guidelines and/or Federal Acquisition Regulation (FAR) in all aspects of the contract life cycle including proposals, agreements, and close-out.
  • Working knowledge of cyber-security requirements specified by National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171 and Cybersecurity Maturity Model Certification (CMMC).
  • Excellent verbal and written communication skills.
  • Analytical thinking, risk analysis, and problem-solving skills.
  • Proficient with Microsoft Office applications

This is a high-visibility, autonomous role; you will work with multiple disciplines in a collaborative work environment. This position reports directly to the VP, of Contracts and Security Officer.
