Description: Under general supervision, performs a variety of duties in support of the Borough’s local code enforcement program; monitors and enforces a variety of applicable ordinances, codes, and regulations related to zoning, land use, building codes, health and safety, blight, and other matters of public concern; as well as, serves as a resource and provides information on Borough regulations to property owners, residents, and businesses.

The Code Enforcement Officer is responsible for:

  • Enforcing provisions of the International Property Maintenance Code
  • Receiving and responding to resident complaints and other department reports on alleged violations of zoning and related municipal codes and ordinances
  • Conducting field investigations to inspect properties for code violations, attempting to make contact at the residence or business to resolve a violation, and if necessary, issuing and posting warning notices, notices of violation, and corrective notices
  • Attending all hearings for ordinance violations, scheduling hearings when both parties are available
  • Providing the Borough Manager with a detailed monthly report by the first Monday of each month
  • Conducting inspections for and issuing Residential Occupancy Permits
  • Ensure proper submission of applications, plans, and documents for Residential and Commercial Building Permits
  • Issuing and monitoring Zoning Permits to ensure provisions are followed
  • Addressing Nuisance Violations
  • Obtaining an inventory of amusement devices within borough establishments
  • Sending notices of amusement fees due, including non-collected fees for previous years
  • Handling all follow-up tasks for code violations, including writing and mailing letters, scheduling and performing inspections, making calls, processing paperwork, and attending meetings
  • Maintaining hard copies of all relevant documentation in the borough property files
  • Scanning all relevant documentation into the borough’s online property files
  • Basic building & Construction Principles
  • Techniques & approaches used in obtaining compliance
  • IDEAL ABILITY TO: Deal with public tactfully and courteously. Deal effectively & firmly with building contractors, foreman, and others. Comprehend complex regulations and communicate them clearly and concisely to others. Use a computer for drafting letters, answering emails, downloading photographs to the computer system.
  • Applicants must possess a PA UCC Certification for Commercial Building Inspector or attain the PA UCC Certification for Commercial Building Inspector within an 18 month time from hire date.
