PRINCIPAL DUTIES AND RESPONSIBILITIES

Reporting to the Executive Director, the Medical Director is an integral member of the senior management team, participating in major policy decisions. Working closely with the Executive Director, the Medical Director will oversee the clinical/medical operations of the clinical programs (Reproductive Health Services, Family Practice, Prenatal, and Pediatrics). S/He will develop, organize and implement all of the medical aspects of the clinical services programs. S/He will work with the Quality Improvement Committee of the Board to ensure the implementation of QI/QA operating procedures and related assessments, monitor QI/QA outcomes, and update QI/QA operating procedures. As part of the onboarding process, the candidate's cognitive and physical abilities will be assessed by the Supervising Physician to ensure the capability to meet the demands of the role effectively.

Consistent with the overall mission of Serve the People Community Health Center (Center), the Medical Director is responsible for developing and expanding the program philosophies and strategies for the Center. Medical services programs must be grounded in the best principles and practices of modern healthcare management and exhibit a unity of vision and consistency of approach. Working with the Executive Director, members of the Board, the management team and other staff, the Medical Director will lead the process whereby institutional medical services priorities are established. This includes the long-range development strategies, which outline proposed objectives, program implementation strategies and evaluation measures of progress.

JOB DUTIES AND RESPONSIBILITIES

Medical Director

  • Responsible for the smooth and successful day-today clinical team consisting of physicians, nurse practitioners, physician assistants and nurses. S/He will ensure that programs are implemented are consistent with their designs and will support staff in their effective implementation of programs.
  • Organize and prioritize activities to meet medical and clinical services goals and objectives. Given limited resources, it is imperative that all medical services and programs be focused, complementary and effective.
  • Working closely with the Executive Director, CMO will oversee the clinical implementation and full integration of all healthcare services.
  • Perform advanced diagnostic tests including EKGs and echocardiograms as part of routine patient assessments.
  • Work closely with other clinical director regarding clinical operations of integrated healthcare services, benefits of consumer/patient participation in integrated care and monitoring and management necessary to assure optimal benefit to patients.
  • Conducts physical assessments, administers prescribed treatment and dispenses medications, performs diagnostic tests; reviews and interprets laboratory findings and follow up in accordance with standardized procedures and protocols. (50%)
  • Provides surveillance of medical regimens for the patient adjust regimens within established procedures and refers complex patient care problems to the Supervising Physician for assessment and advice. (10%)
  • Assess, reassess, plans, counsels, teaches, and demonstrates nursing care to patients, family members or other persons who will give care to patients; assess and reassess individuals and families understanding and carrying out medical recommendations and in making necessary adjustments in the treatment regimen. (10%)
  • Provides teaching and counseling aimed at prevention of illness and accident modification of risk factors to health and maintenance of high-level wellness. (10%)
  • Accurately and concisely, documents in the patient’s medical record findings, instructions, education and services rendered. (20%)

Additional Responsibilities:

  • Identifies components of the regimen that may be delegated to any other personnel and may provide teaching and/or guidance, when necessary.
  • Collaboratively works with other health agencies and families in the physical and emotional transitions of care.
  • Provides initial care of emergencies and arranges for continuing definitive care.
  • Consults and collaborates with members of the health care team and with families in the assessment and management of health care problems and in the physical and emotional transitions of care.
  • Provides input to the development, revision and implementation of protocols, policies, and standard procedures and to the identification of program goals, objectives and chances.
  • Actively participate in interdisciplinary team meetings to discuss patient care plans and integrate medical expertise with behavioral health and social services.
  • Actively participates in Quality Assurance and Safety Programs.
  • Performs other duties as assigned.

Institutional Management

As the Medical Director, s/he will participate in the management of the Center, working in a collaborative, team-like manner with the senior management team to maximize cooperation and cohesion both among and between team members. The Medical Director will attend and actively participate in management team, Board Committees (as appropriate) and full Board meetings (as appropriate).   • In conjunction with the Executive Director, develops and oversees medical programs, policies, and procedures for all patient service components.
  • In conjunction with the Executive Director, supervises the medical management process of the STP medical caseload.
  • In conjunction with the Executive Director designs, implements, and monitors medical Quality Assurances and peer review programs through periodic medical chart review.
  • In conjunction with the Executive Director, defines, approves and interprets medical policies and protocols of the clinic, annually and/or as needed.
  • In conjunction with the Executive Director, conducts periodic evaluation and assessment of all medical services including instituting procedures and new techniques when needed.
  • In conjunction with the Executive Director, develops, coordinates and implements the clinical services and programs offered by the Center.
  • In conjunction with the Executive Director, develops and maintains all medical and counseling programs that meet certification requirements.
  • In conjunction with the Executive Director, develops procedures and protocols (where applicable) for clinical services programs.
  • In conjunction with the Executive, develops standards and tracking procedures for clinician productivity.
  • Provides direct patient care 80% of time.
  • Supervises and oversees all administrative functions of professional clinical personnel.
  • Provides leadership, supervision, and training of medical staff.
  • Provides medical consultation for other clinicians regarding patient care.
  • Assesses and trains clinical services staff on medical equipment usage.
  • Chairs the Quality Improvement Committee and oversee all quality improvement and assurance work in accordance with Federal, state and local funder requirements and as needed to assure quality patient care.
  • Reviews of laboratory results and result disclosure to patients.
  • Oversees regularly scheduled clinician meetings.
  • Participates in and attends community meetings.
  • Other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Demonstrates the knowledge and skills necessary to provide care appropriate to the age of the patients served, including knowledge of principles of growth and development and psychosocial characteristics and interventions for infant (0-1 year), child (1-5 years), school age (6-12 years), adolescent (13-17 years), young adult (18-45 years), middle adult (46-60 years), older adult (60+ years).
  • Age-specific patient needs that employee is required to understand and meet for infant (0-1 year), child (1-5 years), school age (6-12 years), adolescent (13-17 years), young adult (18-45 years), middle adult (46-60 years), and older adult (60+ years).
  • Demonstrates the ability to assess, reassess and interpret age appropriate data about the patient's status in order to identify age-specific needs and provide the care needed.

  • Ability to read, write, understand and spell English correctly. Fluency in both English and Spanish required to effectively communicate with our diverse patient population.

EDUCATION & EXPERIENCE REQUIREMENTS

  • M.D. or D.O License
  • Must be Board Certified in Family Medicine at the time of employment
  • Minimum of 10 years of direct clinical experience in a high-volume ambulatory care setting required.
  • Minimum of 2 years of providing supervision to other providers.
  • Possession of DEA (Drug Enforcement Administration) License
  • Requires problem solving, decision making and critical thinking.
  • Requires excellent leadership, organizational, written, and verbal communication skills.
  • Must be able to work in a self-directed environment, with an ability to work with and lead teams.
  • Bilingual (English/Spanish) with comprehension of medical terms in both Spanish and English are required.
  • Treat all people with dignity, respect, compassion and integrity at all times (i.e. when speaking on the telephone, to visitors, and company personnel).
  • Performs all other duties as assigned and within the PA scope of care.
