A successful Technical Writer is an energetic, resourceful, and experienced (mid-level) professional with the primary responsibilities of responding to specifications requests and developing the entire proposal response process, under the direction of the Proposal Director.

#Utility is seeking a skilled Technical Writer with expertise in NIST 800-53 compliance to join our team. As a Technical Writer, you will play a crucial role in ensuring that our organization adheres to the standards outlined in NIST Special Publication 800-53, " Security and Privacy Controls for Federal Information Systems and Organizations." You will be responsible for creating and maintaining comprehensive documentation that accurately reflects our compliance with these standards and assisting in developing and implementing policies and procedures to meet NIST 800-53 requirements.

Essential Duties and Responsibilities:

  • Documentation Creation: Produce clear and concise documentation detailing our organizations adherence to NIST 800-53 standards. This includes control descriptions, implementation guidance, and evidence of compliance.
  • Policy and Procedure Development: Collaborate with cross-functional teams to develop and refine policies and procedures necessary to achieve and maintain compliance with NIST 800-53 requirements.
  • Gap Analysis and Remediation: Conduct thorough gap analysis assessments to identify areas where our organization may fall short of NIST 800-53 compliance.
  • Work with relevant stakeholders to develop and implement remediation plans.
  • Audit Support: Assist in preparing for and participating in audits and assessments related to NIST 800-53 compliance. Ensure that all required documentation and evidence are readily available and up to date.
  • Continuous Improvement: Stay abreast of updates and revisions to the NIST 800-53 framework and other relevant regulations and standards. Continuously evaluate and enhance our compliance efforts to adapt to changing requirements and emerging threats.
  • Communication and Collaboration: Communicate effectively with internal stakeholders, including IT teams, security professionals, and management, to foster a culture of collaboration and accountability around NIST 800-53 compliance.
  • Additional Projects: Support other compliance initiatives (e.g., SOC2 Type 2) and technical writing needs as they may arise.

Mandatory Qualifications (Knowledge, Skills, and Abilities)

  • Minimum of 5 years of related technical writing experience - Bachelors degree in Computer Science, Information Technology, or a related field.
  • Proven experience as a Technical Writer, preferably in a compliance-focused role.
  • In-depth knowledge of NIST Special Publication 800-53 and its associated controls and requirements.
  • Strong writing and editing skills, with the ability to translate technical information into clear and accessible documentation.
  • Familiarity with cybersecurity principles and best practices.
    Excellent attention to detail and organizational skills.
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Relevant certifications (e.g., Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM)) are a plus.
  • US citizenship is required.

· The Technical Writer will contribute to and manage the production of responses to solicitations of Requests for Qualifications (RFQs), Requests for Information (RFIs), and Requests for Proposals (RFPs), as well as queries and communications related to proposals

  • Independently gather information from subject matter experts to develop, organize, and write technical specifications, procedure manuals, and process documentation
  • Pro-actively develop, maintain, and apply Utility Associates’ proposal planning process for each proposal, to include outlines/mockups, client-focused custom content, responding to the scope of work and providing production-related tasks.
  • Confer with internal technical subject matter experts to clearly communicate responses in support of the company’s proposals
  • Writing and editing scope requirements and specifications, project summaries and graphics such as project organization charts and resumes of project personnel - providing quality assurance checks to ensure that all deliverables support the standards and procedures of the Company
  • Support development of MBE/WBE/VBE proposal compliance, and any subcontracting proposals if warranted
  • Collaborate with Business Managers and Sales executives on capture management, proposal strategy
  • Leverage existing archived proposal information and compile materials for proposals and ensuring that client’s requirements are fully met
  • Assume end-to-end ownership of the entire proposal process
  • Utilization of the Expedience TM platform for proposal creation
  • Tracking and monitoring proposals after submittal
  • Providing support for written documentation of company marketing activities after proposal submittal
  • Plan and manage any executive/management briefings and reviews
  • Coordinate development of pricing sections with the executive team as appropriate
  • Coordinate with Graphics Manager and Marketing team to develop, and integrate compelling graphics that convey concepts and proposed solutions to enhance proposals
  • Manage multiple tasks in a deadline-oriented environment
  • Additional duties as required

 

Job Requirements

· Bachelor’s Degree in relevant technical field

  • 2-4 years’ industry experience as an effective technical writer in a fast-paced, deadline-driven environment in technical, communications, design, engineering or construction industries
  • Proficient in the Expedience TM MS Word-based platform for proposal creation is preferred
  • Proven ability to quickly learn and understand complex topics
  • Experience completing state and federal level proposals (preferred)
  • Proficient in writing original proposal text and modifying existing proposals to meet the specific needs of each new RFQ, RFI or RFP
  • Excellent organizational skills
  • Solid written and verbal communication skills
  • Excellent interpersonal skills including the ability to work as a member of various teams or to work independently as required
  • Demonstrated ability to complete superior work within hard deadlines
  • Successful candidate should expect on occasion to work flexibly outside normal business hours on short notice in the event it is required
  • A positive, collegial attitude and a high level of professionalism
  • An affinity for mobile data communications technology

  • Excellent computer skills with various software, including but not limited to:
    • Advanced Microsoft Excel, Word, PowerPoint, and Adobe Acrobat

  • Be extremely hands-on
