Job DescriptionJob Description

Operator I - Locates: This is an entry-level position for the Water Distribution & Sewer Collection System and works under direct supervision of the Superintendent and Lead. Employees are learning Town water distribution and sewer collection systems, operations, practices, and procedures. The primary job function of this position will be to complete Town owned Utility Locates daily including water, sewer & storm infrastructure.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The following statements are illustrative of the essential functions of the job and do not include other nonessential or peripheral duties that may be required. The Town of Johnstown retains the right to modify or change the duties or essential functions of the job at any time.

  • Thoroughly search for underground utilities in a designated area, accurately marking the location, completing the necessary documentation, and photographing each locate.
  • Locates curb stops, water meters and water/wastewater lines as directed by UNCC; maintains locating equipment.
  • Assists with maintenance of the water and wastewater system infrastructure including but not limited to such programs as main failure repairs, valve rotation, service line maintenance, fire hydrant cleaning, painting and maintenance, water main flushing, utility locates, air-vacuum valve maintenance, water meter and transponder installation, meter pit repairs, vault repairs, irrigation ditch maintenance, lift station maintenance, manhole inspections, and CCTV of wastewater mains as needed.
  • Utilizes appropriate personal protective equipment.
  • Responds to customer service calls in a timely manner on the system, including water pressure, out of water, main failure, water quality, sewer backups, odor complaints and other like problems.
  • Operates, inspects and maintains assigned equipment, including but not limited to: tandem axle dump truck with trailer, small portable vacuum unit, forklift, jackhammer, metal detector, paint sprayer, air monitor, air blower, large portable vacuum machine, valve rotation machine, concrete cutting saw, mowers, weed eaters, portable hoist, power washer, hydraulic tamper, hydraulic hand tools, service line freeze kit and snow removal equipment, sewer camera equipment.
  • Informs Supervisor and Superintendent of repair needs.
  • Performs shop, yard, equipment maintenance.
  • Responds to emergency situations, whether in the regular workday or after hours.
  • Carries a cell phone for response to after-hour emergency calls to assist customers as assigned by the superintendent.
  • Must be able to accept and work scheduled shifts for rotating on-call shifts that are 24/7 and 365 days a year for emergencies such as water main breaks, sewer breaks, customer complaints.
  • Completes required training units to maintain State of Colorado certification and to meet Town of Johnstown policies.
  • Demonstrates a respectful attitude towards customers and coworkers that promotes teamwork, open communication, and effective customer service.
  • Acts with the customer in mind, responds to requests promptly and provides effective services or solutions for customers.
  • Exercises appropriate level of initiative and judgment to make decisions within the scope of assigned authority.
  • Performs other related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of:
    • Methods used in construction, repair and maintenance of sewer collection and water distribution systems including use of necessary equipment, tools and materials.
    • Operations, services, principles, practices, equipment, materials, chemicals, and activities related to the operation and maintenance of distribution and collection systems.
    • Operation, preventative maintenance, and emergency repair of equipment including, but not limited to, valves, pumps, motors, fire hydrants, pressure regulating valves, leak detection equipment, Vacuum truck, inspection camera, hydraulic tools, utility locate equip.
    • Pertinent federal, state, and local laws, codes, and regulations.
    • Methods and techniques of conducting water system sampling.
    • Emergency repair of sewer collection and water distribution lines
    • Water quality management & cross connection control management.
    • Compilation and recording of accurate and detailed logs and records.
    • Customer service principles.
  • Skill in:
    • Traffic control, flagging, signing and coning procedures
    • Operation and maintenance of water and wastewater systems tools and equipment:

Tandem axle dump trucks with trailer, small portable vacuum unit, forklift, jackhammer, metal detector, paint sprayer, air tester, air blower, snow removal equipment, front-end loader, large portable vacuum machine, backhoe, skid steer, excavator, valve rotation machine, concrete cutting saw, portable hoist, power washer, hydraulic tamper, hydraulic hand tools, service line freeze kit, pneumatic pumps, meter test machines, tapping machine, pipe locator, water flow rate diffuser, portable meter tester, leak detectors, meter profilers, shoring equipment, cutting torch, welding equipment, SCADA monitoring equipment, electrical repair instruments, trailered traffic control boards, and chlorine analyzer.

    • Using a computer to access information and enter work orders.

    • Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
    • Working knowledge of common hazards and safety precautions necessary for utilities operations.

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:

  • Respond to On-Call emergencies for water distribution or sewer collection infrastructure and facilities.
  • The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job.
  • Work is primarily performed in an office and fieldwork environment with low to moderate noise levels.
  • Physical effort and activities include driving a Town-owned vehicle or personal vehicle to perform essential functions and drive to and from business meetings.
  • Strenuous physical work with heavy lifting, pushing or pulling of objects up to 100 pounds occasionally and/or up to 50 pounds frequently.
  • Must be able to access underground vaults, manholes and structures.
  • Exposure to adverse weather conditions, vehicle traffic, automobile fumes, toxic gases, flammable materials, confined spaces, blood borne pathogens, dust, noise, and dangers of working around construction sites.

QUALIFICATION REQUIREMENTS:

  • High School Diploma / GED
  • Valid Colorado Driver’s License
  • CCWP Certification 1 in Water Distribution, and Sewer Collection or attainable within one year from date of hire.
  • Preferred possession of a Class “B” CDL license with airbrake and tanker endorsements, or attained within six-months from date of hire.
