MAIN DUTIES & RESPONSIBILITIES

The Vice President (VP), Risk & Compliance is responsible for:

  • Leading the Risk and Compliance functions at Birdon working collaboratively with the leadership team on all risk, governance, and compliance matters.
  • Hold down the key responsibility of Facility Security Officer (FSO) under Birdon America Inc. Special Security Agreement (SSA).
  • Be able to retain the secret level clearance required for the FSO role as required by Defense Counterintelligence and Security Agency (DSCA).
  • Collaborate with the Chairman, Board of Directors, and the Government Security Committee (GSC) in the implementation of company security program in accordance with the NISPOM.
  • Management of Birdon’s security clearance program, using NISS and DISS; maintain clearances for selected employees.
  • Accountability to ensure that Birdon, monitors, controls, and secures documentation, information, files that relate to ITAR (International Traffic in Arms Regulations) information.
  • Supporting Programs to ensure that ITAR information is stored and secured and supports the ongoing training and compliance for Birdon staff in managing ITAR related matters.
  • Support selected Birdon America Inc, employees with DSP-5 approvals for access to ITAR controlled information.

  • Ensure that Birdon’s, SSA and FCL is obligations are maintained all times fully compliant and operated to the highest audit standards, including Export Licensing requirements.
  • Interaction with the DCSA-assigned Industrial Security Representative (ISR); serve as POC for DCSA information distribution and requests; participate in DCSA security meetings.
  • Enterprise level support for Birdon Health & Safety teams to guide local safety programs. The position is responsible for the continued development of our health and safety culture and is directly responsible for meeting all OSHA safety and training requirements.
  • Support initiate programs to create/maintain a sustainable world class safety and quality culture.
  • Make certain that the company complies and adheres to Occupational Health and Safety (OHSA) requirements. Conduct audits, inspections, and meetings to ensure compliance.
  • Key point of contact for OSHA for both state and federal matters, including complying with incident reporting.
  • Responsible for all Trade Compliance matters across Birdon. Interpret trade and compliance policy and provide regulatory guidance relative to export compliance procedures and documentation, (including ITAR and EAR classification and jurisdiction), business processes, licensing and administration, record keeping, and administration.
  • Undertake ongoing risk assessment on current organization practices, policies, and processes. Support Program Leads and ESS with a continuous improvement culture to modernizing and aligning policies across Birdon.
  • Working with key stakeholder to build out process and policy library and assist Enterprise and Programs with delivery to their teams.
  • Identify emerging risks and develop a risk assessment matrix to support leadership and Board in relation to mitigating regulatory, legal and governance risks identified across the group.
  • Proactive support leadership with management and mitigation of key risk identified. Work this key internal stakeholder to address gaps identified.
  • Support management of the Insurance portfolio across Birdon.
  • In conjunction with VP, Technology ensure that our technology infrastructure conforms with cyber security requirement to satisfy SSA and regulatory requirements.
  • Manage environmental planning and permitting responsibilities for Birdon, including liaison with key government counterparties to ensure Birdon (and sub-contractors) operate fully complaint under EPA requirements, including provision of legal review and recommendations to Director, ESS as required.

QUALIFICATIONS & ATTRIBUTES

  • Minimum 5 years of experience in Industrial Security sector; preference in maritime industry.
  • FSO certification with minimum 5 years of experience as an FSO.
  • Previous export control management experience.
  • In-depth knowledge of OSHA regulations and standards.
  • Bachelor’s degree in a related field or equivalent work experience in managerial roles.
  • Desirable, experience in manufacturing or defense industries.
  • Strong negotiating skills with both legal, financial, and commercial issues.
  • Ability to work independently with little or no supervision.
  • Strong interpersonal and presentation skills along with the ability to communicate effectively with others at all levels of the organization.
  • Ability to establish and maintain strong relationships across the business.

WORKING CONDITIONS

  • Position requires use of computer, telephones, and other office equipment, reading, writing, standing, sitting, walking, repetitive motions, bending, climbing, listening, and hearing ability and visual acuity.
  • Domestic travel will be a requirement for the role.
  • Position occasionally requires ability to work in a manufacturing environment where dust, fume and airborne particles, temperature extremes and elevated noise levels exist.

RELATIONSHIPS

The VP, Risk and Compliance will be based in Bayour La Batre, AL, and report directly to the Director, Enterprise Support Services (ESS). Birdon Directors, President, and advisors may provide additional direction and duties from time to time.

Your communication and direct contact with Birdon clients are an important aspect of this position. It is your responsibility to ensure that Birdon's values and interests are maintained during your relationship with clients, subcontractors, visitors, suppliers, and employees.
