JOB SUMMARY

This position directs, plans, organizes, and controls all activities of the Information Technology (IT) Department, ensures the effective, efficient, and secure operation of all automated data processing systems, and provides technology vision and leadership for developing and implementing information technology strategies that enhance the Authority’s ability to effectively deliver services. The position is responsible for supervising a multi-disciplinary team including IT, OT, GIS, and database administration professionals to individual and team success. The Information Technology Manager will support all systems and subsystems in a hybrid cloud/on-site environment with tangible skills and experience. Budgetary and capital development planning, scope development, implementation, and contractual oversight of both internal and external resources will be required from this position. This position reports to the Executive Director.

ESSENTIAL JOB FUNCTIONS

  • Leads strategic planning and management for the department.
  • Leads informational and network security and policy development and compliance.
  • Provides leadership, guidance, performance management, and plans for professional development and training.
  • Establishes strategic procurement for critical spares and equipment renewal plans for equipment failure and obsolescence and ensures fiscal accountability in accordance with annual budget approval processes.
  • Acts as liaison between hardware and software suppliers and management for informational updates and problem resolution.
  • Creates, maintains, and enforces written policies and procedures regarding all computer operations in the Department and throughout the organization.
  • Compiles and reviews records to determine department productivity, quality of output, and cost of service.
  • Continuously evaluates new equipment, software, and processes, recommends changes as appropriate, and supervises their installation.
  • Writes department annual budgets and administers funds according to budget approval.
  • Maintains security of all data proprietary to the organization and provides for the complete backup of all computer systems in case of system failure or disaster.
  • Analyzes complex business needs presented by the user community and/or clients and recommends technical solutions.
  • Ensures the consistency and maintainability of existing applications by creating, maintaining, and enforcing standards/procedures for implementing technical solutions.
  • Directs operations in executing production tasks according to a documented schedule that meets or exceeds stakeholder expectations.
  • Produces detailed timeline for each application release and implements effective project control by monitoring the progress of the software release and reporting the status.
  • Reviews all designs, codes, and unit test plans where applicable.
  • Approves all business requirements prior to the technical solution.
  • Participates in all hardware and software evaluations and maintains vendor contracts.
  • Represents the IT function at stakeholder meetings when appropriate.
  • Performs liaison duties between users, operations, and programming personnel in the areas of systems design, modifications, or troubleshooting.
  • Provides direction, administration, and monitors major projects, IT budgets, priorities, standards, procedures, and overall IT performance.
  • Performs other related duties as required/assigned.

QUALIFICATIONS

Education and Experience:

Bachelor’s Degree in Computer Science, Information Systems Management, or a related field and eight (8) years of related experience in information systems management, or an equivalent combination of education and experience.

Special Qualifications:

Microsoft Certified Professional (MCP) certification; Microsoft Certified Solution Expert (MCSE) certification; and Cisco Certified Network Associate (CCNA) certification. Experience in the following areas strongly preferred: information security, software development and support, project management, strategic planning, IT governance, consultancy, systems architecture and administration, client support, storage, virtualization, and operational management.

Knowledge, Skills and Abilities:

  • Knowledge of new technologies.
  • Knowledge in the areas of computer/network technology and maintenance, information systems management, cybersecurity, project management, etc.
  • Knowledge of the occupational hazards and safety precautions of the industry.
  • Knowledge of data processing systems, concepts, and methodologies.
  • Knowledge of budget forecasting and preparation.
  • Skill in written and verbal communication with internal and external audiences.
  • Skill in directing employees in a data processing environment.
  • Skill in implementing effective and innovative software development methodologies.
  • Skill in the use of the following technologies/products: Windows Servers, LAN/WAN, VPN, Routers, Bridges, CSU/DSU and Hubs, Fiber, TCP/IP, Internet Security/Firewall, and Office 365 Suite.
  • Ability to analyze prioritizes, organize, and solve problems.
  • Ability to lead a progressive IT group.
  • Ability to communicate technical concepts to technical and non-technical audiences.
  • Ability to manage multiple concurrent projects and motivate professional staff.
  • Ability to read, write, and communicate effectively.

PHYSICAL DEMANDS

The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Additionally, the following physical abilities are required:

  • Fingering: picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand
  • Hearing: sufficient to perceive the nature of sounds at normal speaking levels with or without correction; ability to receive detailed information through oral communication, and to make the discrimination in sound.
  • Mental Acuity: sufficient to make rational decisions through sound logic and deductive processes.
  • Standing: particularly for sustained periods of time.
  • Talking: sufficient to express or exchange ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Visual Acuity: sufficient to observe violations of codes, to effectively operate standard office equipment; ability to read and write reports, correspondence, instructions, drawings, etc.; and to operate motor vehicles and/or heavy equipment, by both day and night.

WORK ENVIRONMENT

Work is performed in an office environment. The noise level in the work environment is usually moderate.
