HCH Enterprises, LLC is seeking a HSTP Project Analyst. This is a full-time position with HCH Enterprises, LLC and a contract position with the state of Rhode Island.

Overview

We are seeking a HSTP Project Analyst to work on Medicaid’s’ Health System Transformation Project (HSTP), which is RI Medicaid’s signature value-based payment initiative. HSTP aims to reduce costs, improve quality of care, and improve population health outcomes amongst Medicaid beneficiaries attributed to RI’s Accountable Entities (AE). The candidate will implement and manage key program investments, conduct policy research as needed to advance team goals, and support overall AE program operations. This position reports to Director of Health System Transformation.

Core responsibilities include:

The Project Analyst will support HSTP team operations and strategy development. Responsibilities will include, but are not limited to, the following:

  • Support implementation of the HSTP Behavioral Health Investment Plan
  • Manage the AE team’s Social Determinant of Health Projects in partnership with the AE Program Lead and partners at the Department of Health
  • Support HSTP Workforce team by tracking project implementation, reviewing quarterly reports
  • Conduct policy research and write briefs, including researching the approaches of other states to common issues and concerns
  • Investigate, analyze, and research solutions to address priority challenges faced by AEs
  • Participate in review of AE Project Plans and Certification applications
  • Develop power point presentations for key stakeholder meetings
  • Draft scopes of work for requests for proposals to solicit services for the AE program and HSTP as needed
  • Manage communications with stakeholders, including drafting communications, maintaining email distribution lists, and processing memos
  • Other tasks as needed, including but not limited to:
    • Manage agendas, take minutes, and track actions for internal and public meetings and manage public noticing for public meetings
  • Process public comment received on program plans and requirements, including receipt of comments and organizing the information to facilitate team response
  • Update managed care organization reporting templates annually or as needed and process reports from managed care organizations and Accountable Entities
  • Proofread/edit AE program documents

Qualifications:

  • Demonstrated organizational and time management skills
  • Strong capacity to notice and track details
  • Ability to manage multiple projects simultaneously
  • Flexibility and ability to thrive in a fast-paced, dynamic environment
  • Ability to communicate clearly, both in writing and orally (strong writing skills preferred)
  • Able to maintain effective working relationships with all members of the organization
  • Bachelor’s degree or five years’ work experience; MPH or similar preferred
  • Interest in health policy, health system transformation, quality improvement, Social Determinants of Health, value-based purchasing
  • Competency in: Microsoft Word, Excel, PowerPoint, Outlook, SharePoint/Teams or Office 365

This is a hybrid position with onsite availability in Cranston, RI. Projected start date is 6/03/24. Length of contract is 12 months. Annual compensation range is $81k-$89k.
