The Operational Excellence Manager is responsible for driving sustainable improvements at the plant and implementing global standards working closely with both local and global stakeholders, Operational Excellence Corporate Center and/or Regional Office. The scope of duties includes all stages of the implementation process, from planning to implementation.

 

This role will span the operations for the storage of hydrocarbons, chemicals and liquefied gases, and the respective product transfer models like pipelines, tank-trucks, railcars, vessels, and barges.  The Operational Excellence Manager is expected to manage in a way that supports the culture and philosophy of Target Zero in HSSE incidents.

 

DUTIES / RESPONSIBILITIES

Ø  ESSENTIAL DUTIES AND RESPONSIBILITIES:

·         Responsible for implementing a standard Operating Mechanism, including standard KPI’s and processes, based on Lean Principles for the terminal.

·         Leads the process to identify operational and business performance gaps and identifies projects and/or action plans to close these gaps.

·         Works closely as the Operational expert with project leaders and line management to execute projects successfully and on time. Implements a disciplined project review process.

·         Accountable for the effective implementation of Corporate and Regional Operational Excellence and Digitalization initiatives.

·         Reviews and updates operational procedures as part of the continuous improvement process.

·         Coordinates the operator´s competence qualification program according to Corporate and local agency requirements.

·         Assess and ensure compliance with best practices of metering and measurement and quality assurance.

·         Leads the analysis of automation needs to comply with the corporate strategy and recommendations.

·         Assures the compliance with Corporate standards and policies of his/her area.

·         Train and coach people in the entire organization regarding Continuous Improvement including coaching of functional/line management.

·         Assures best practice sharing both within company as well as using industrial benchmarks.

·         Translates the Voice of the Customer into measurable KPI’s that are used to monitor performance and guide actions within the organization to drive improvements and operational efficiencies.

·         Establishes and maintains effective communications with Regional and Corporate stakeholders.

·         Establishes safety, quality, operational and performance goals aligned with Corporate expectations.

·         Implements the Operational Excellence KPIs dashboard, sets improvement targets and conducts benchmarks.

·         Leads the preparation, coordination, and execution of internal Integrated Operations audits, process audits and process reviews to ensure strict adherence to process requirements and systems as per defined guidelines.

·         Responsible for keeping the capex and opex under his/her cost center within the approved budget.  Reports on regular basis the spend statements, explaining any deviation.

·         Is an active member of the Global Business Excellence network which includes sharing and implementing best practices and new standards.

REQUIREMENTS / QUALIFICATIONS

v  Preferred qualifications include a bachelor’s degree in chemical engineering or a related engineering field.  

v  Minimum 10 years related experience in operating in an industrial process environment. 

v  Experience in implementation of continued improvement processes.

v  5 years’ experience in project management (> 1 MM USD)

v  Minimum of 3-5 years leadership experience in an operational role.

v  LPG experience is a plus.

v  Always demonstrates excellent HSSE behavior.

v  Proficient in project and change management.

v  Very good communication skills. diplomatic skills and relationship building capabilities on all levels of the organization.

v  Solid knowledge or ability to learn of industry standards used in the chemical industry (API, ASME, NFPA, NIST, OSHA, etc.)

v  Ability to hire, train, and motivate staff.

v  Possess the skills to audit the Terminals for assurance of compliance with all regulatory requirements.

v  Fluent in English, both verbal and written.

v  Self-motivated, data driven, patient, persistent, goal-oriented, able to work independently, effective in cross-functional and cross-cultural environments.

v  Comprehensive understanding of operational and commercial processes and (automated) systems.

v  Planning and organizational skills – prioritization, resource allocation, multi-tasking.

v  Proficient in Microsoft Office applications such as Excel and Power Point.
