Purpose:

To assist the Director and Associate Director of Finance in the accurate and timely compilation, preparation and analysis of budgets, general ledger procedures and overall accounting functions of the Office. Assists in the planning and implementation of major regulatory and/or procedural changes, including Project-Based Accounting and Asset Management initiatives. Maintains working knowledge of state/federal regulations specific to accounting function and public housing in general. Responsible for maintaining accurate accounting of all grants from various funding sources including but not limited to HUD and the State of RI. Recommends appropriate methods and procedures for improvement of the finance and accounting function.

Essential Tasks of the Position:

Performs and oversees general ledger activities in the Office of Finance, Accounting and Budgeting

  • Assists in the development, implementation and monitoring of all fiscal systems
  • Analyzes weekly accounts payable and payroll entries to ensure accuracy of charges as they relate to AMP budgets and various funding sources
  • Posts and reviews weekly entries to the general ledger system
  • Reconciles cash and general ledger accounts, as assigned
  • Performs monthly close out tasks
  • Prepares journal entries for monthly allocation of costs, as required
  • Develops and maintains a chart of accounts for all general ledgers

Prepares Authority budgets and oversees grant management activities

  • Compiles data required for the preparation of budgets for HUD reporting and agency planning purposes
  • Assists in compiling calculations necessary for annual operating subsidy submission report
  • Performs maintenance of budgets as required for federal, state and local funding sources
  • Performs and oversees requisitioning function of grants awarded to the Agency, including but not limited to Modernization and Resident Services grants
  • Reports obligations and expenditures to grants as funds are expended
  • Performs general recordkeeping, adheres to reporting requirements as mandated
  • Prepares budgets and monthly, quarterly and annual reports
  • Tracks salary and benefit costs for all funding sources
  • Works with Finance Director and Associate Director on fiscal year end reconciliation work as it relates to grants and as assigned for operating budgets
  • Preparation and entry of Financial Reporting as required by HUD

Applies and performs standard bookkeeping procedures in recording, posting, maintaining and reporting PHA bank statements, tenant accounts receivable report, IRS Form 941, Employer’s Federal Tax return, RI Dept. of Employment & Training Quarterly Tax and Wage Report, HUD financial statements, and PHA receivables and cash accounts.

  • Maintains a high degree of confidentiality relative to all records and functions


Secondary Tasks of the Position:

  • Works on, researches and completes special projects, as assigned
  • Serves as a member of the Audit Team within the Finance Department
  • Performs other duties, as assigned

Position Requirements and Qualifications:

Education Level

  • Four-year degree in business accounting, required. Education requirement may be waived if applicant can demonstrate proficiency in the related field
  • Additional training/education in related fields, preferred

Experience in Related Field

  • 3-5 years of successful budgeting, financial analysis, and contract administration experience, required
  • 3-5 years of successful experience in public housing or governmental setting, preferred
  • 1-3 years of successful experience in supervision, required

Knowledge, skills, abilities, licenses and certifications

  • Working knowledge of generally accepted financial, budget, procurement, contracting and management principles as they relate to a public agency
  • Demonstrated competency in word processing, spreadsheet, graphics and database programs
  • Ability to establish and maintain effective working relationships with other personnel at all levels including department directors, managers, and supervisors
  • Ability to prioritize and organize accounting projects with minimum supervision
  • Skill in analyzing fiscal data and ability to recommend problem-solving strategies
  • Skill in developing fiscal record keeping systems
  • Skill in lending technical assistance in related accounting systems and controls
  • Ability to be flexible and perform work under time pressure
