Position Summary: We are seeking highly qualified individuals to serve as Joint Intermediate Force Capabilities Advisors (JIFCAs) at various Combatant Command (CCMD) locations. The ideal candidates will provide on-site expertise and support in non-lethal weapons systems and technologies, ensuring integration and alignment with DoD and NATO guidance. This role requires individuals with a Top-Secret clearance with Special Background Investigation (SCI access) and Special Access Program (SAP) access.

Responsibilities:

  • JIFCA Weekly Requirement: Attend all required NLW CCMD meetings, events, planning conferences, and SVTCs. Provide weekly activity reports to the JIFCO, including relevant information related to tasks 5.3.2 through 5.3.7 and ongoing NL-related activities within each CCMD.
  • CCMD Integrated Response: Prepare and provide non-lethal weapons-specific input for the CCMD Comprehensive Joint Assessment (CJA). Identify and address NLW-specific requirements and submit Integrated CCMD responses biannually.
  • CCMD Mission and Task Analysis: Participate in mission and task analyses to identify potential NLW applicability for integration into OPLANs, CONPLANs, or policy documents. Provide recommendations to the JIFCO as events occur throughout the year.
  • CCMD Lessons Learned and Significant Activities (SIGACTS): Provide continual reports on lessons learned, observations data, and SIGACTS related to NLW events, technologies, and requirements. Each report shall include background, findings, conclusions, and recommendations to the JIFCO.
  • CCMD Exercise/Experiment Demonstrations: Seek out opportunities for NLW involvement within the CCMD to promote awareness and stimulate requirements. Participate in planning or hosting annual events involving NLW and provide information papers and after-action reports (AAR) within 30 days of completion.
  • CCMD Meetings/Events/Symposiums: Attend meetings, events, symposiums, exercises, and other venues where NL capabilities are of interest, with JIFCO concurrence.
  • Stimulate and Identify: Coordinate with CCMD science and technology officers and experimentation SMEs to stimulate concept development and identify capability needs and S&T Priority Lists (STIPLs). Provide continual reports to the JIFCO.
  • Integrated Priority List (IPL) Assessments and Capability Gap Analysis: Support the JIFCO in analyzing annual IPL submissions and currently funded Joint NLW Programs. Provide an annual report based on these analyses.
  • Trip Reports: Provide trip reports for all approved contractor travel within five business days of returning from travel.

Qualifications:

  • Education: Bachelor’s degree in any field of study.
  • Experience: Minimum of three years’ experience in one of the following areas:
    • Non-lethal weapons systems or technology areas and the DoD Joint Staff Action Process (JSAP).
    • Joint Capabilities Integration Development System (JCIDS) process.
    • Science and technology (S&T) efforts to stimulate concept of employment development and capability needs within DoD.
  • Additional Experience: At least one year of experience with the Urgent Needs process identified by a CCMD, CJCS, or VCJCS.
  • Clearance: TS-SCI (Top Secret clearance with SCI access).
