OBJECTIVE

The Foreman’s prime objectives is to coordinate and direct the continuous production activities meeting objectives for quantity and quality, within safety and environmental standards.  The incumbent also has to assure overall plant surveillance in the off-hours.

NATURE & SCOPE

The job of the Foreman is one of coordination and supervision.  It covers quality, raw material excavation and handling, shipping and final phases of the overall production process.  The scope of this position covers the instantaneous operation of those areas including all directly related activities.

The position at any of the JMK Development sites is particularly challenging considering:

·      The complexity of the site process and complex handling of various products.

·      The number of products [one top soil, limestone, sand, filter sand. etc.)

SPECIFIC ACCOUNTABILITIES

1.             A foreman is responsible to ensure that tasks are performed in a safe, productive and timely manner, while continuing to improve company and employee relationships within the context of the collective agreement and company policies.

2.             Foreman should encourage employee involvement, through communication, training and performance feedback and constant evaluation of the employee and the plants needs.

As a foreman, the incumbent will:

A)        Safety

·      Conduct a monthly Safety meeting and a daily tailgate meeting with participation from all crew members, and ensure actions have or will be taken on items of concern. A review of all the new Incident Investigations for that time period is a mandatory component of the monthly safety meeting. Review the minutes with all employees absent from the meeting.

·      Attend each meeting of your subcommittee and take an active role in the actions of the committee.  If unable to attend a meeting, make arrangements for an alternate salaried person to attend.

·      Ensure compliance with safety practices and procedures, availability of safety equipment, and provide first aid treatment.

·      Report on accidents/incidents assuring follow-up.

B)        Operational

·      As a hand’s on equipment operationing foreman, one must able to operate raw material process and mobile e\equipment.

·      Must review with the crew, the instructions left by the Manager, ensure execution of the jobs or tasks as defined and the operating parameters/guidelines are correctly followed.

·      Monitor the operation of those areas, detect malfunction or abnormal situation and take or trigger the necessary corrective actions.

·      Maintain equipment cleanliness, PM’s, evaluate possible cause of breakdowns, determine urgency of corrective actions and call in repair crew as appropriate.

·      Oversee quality control activities on shift and assist in the decision making in that area.

·      Assure follow-up and feedback in relation to ongoing process studies, test trials, mechanical/electrical repairs and/or modifications.

·      Assure surveillance of the overall plant in the off-hours, assist security on such matters as site visitors, removal of property, receipt of merchandise, access to materials, etc.

·      Assure proper response in the case of emergency situations.

·      Maintain an accurate and detailed account of his shift activities and operation, both qualitative and quantitative in the production log book.

·      Report on call-outs, including reason, employees involved and work performed.

·      Prepare work orders for all repairs or corrective actions that need planned scheduling or immediate attention.

The incumbent will also, from time to time, and for limited periods, be assigned to steady day work where he will perform more as a technician and more specifically:

·      Conduct specific studies or trials.  (In consort with the Development group and department.)

·      Prepare procedures or other operating guidelines.

·      Provide formal training to operators.

·      Supervise implementation of specific jobs or projects.

·      Assist the Manager in major equipment and site development and shutdowns, the compiling of operating data and the taking of physical inventories.

NOTE:         The incumbent must have a thorough knowledge of the operation and be able to take over the operation when required.

                     The incumbent must have a good understanding of product quality and quality control parameters and be familiar with the mechanical, electrical and systems aspects of the operation.  Th eincumbent must also be familiar with safety (OSHA)  procedures, MSDS specs, the different aspects of emergency response and remain up-to-date on all site emergency procedures.

C)        Personnel

·      Assign and direct jobs to hourly employees taking into account knowledge, qualification, classification and seniority as applicable.

·      Assign overtime taking into account call-out procedures, O/T equalization, job continuation, etc., as may be applicable.

·      Ensure motivation of employees through proper delegation of jobs, receptive, participation, recognition, follow-up of suggestions, and fair and equitable treatment of all employees within his group.

·      Initiate action and/or act as resource to the department head in the areas of employee performance, absenteeism, grievance and disciplinary action.

D)        Administrative

·      Ensure employees use the Smartphone APP - Clock In and Out times in the P.O.A.

·      Report on daily or shift activities for his group as per established format.

SITE DIMENSIONS

Manpower:

-       As allocated for the site projects.

Site Characteristics:

-    Site Specifications:  Dirt/Soil, Rock, Clay and Sand.

-    Major Equipment: Excavators, Haul Trucks, Loaders, Tractor, Grader, Water Truck and Dozer.

-    Screening and Crushing (if required).

-    Storage: Auto and Manual Stacking, Reclaiming and Loading of Materials.

-    Screening as per ASTM and DOT specifications..

-    Shipping: Products Stacked, Tested, Loaded, Scaled using Loadscan and shipped by Haul Trucks as required.

QUALIFICATIONS PROFILE

·        The Foreman must have at least a Grade 12 education, extensive experience in raw material handling.

·        Hours work experience will include areas of production and/or maintenance.

·        Incumbent should have received a good knowledge of Civil Construction Mining.

·        For a good job performance, one must a leader, good communication skills, problem solving abilities.

·        Incumbent should exercise a sense of urgency with respect to major equipment shutdowns and repairs.

·        Incumbent also has to be able to adapt to shift work or as project is warranted.
