Senior Cyber Advisor

Sincerus is looking for an experienced cyber defense professional to provide expert advisory services to the Bosnian Ministry of Defense (MoD) and Joint Staff in support of Global Defense Reform Program (GDRP) initiatives. GDRP is a US State Department-funded program that, in close coordination with US Department of Defense, focuses on assisting Partner Nations with defense reform and civil-military institutional capacity building efforts. The embedded Senior Advisor will work on cyber defense and will coordinate with all necessary partners to improve their cyber security capabilities. The Advisor will serve in a full time, twelve-month long commitment abroad in Sarajevo, Bosnia and Herzegovina.
The Senior Advisor will be embedded with the Partner Nation MoD. The Senior Advisor will work with the MoD, Cybersecurity Unit, and other government entities to assist in building the capacity of the Cybersecurity Unit, improve cyber security within the MoD, and develop joint cyber defense coordination within the service branches and interagency. Provide expert guidance and training as well as advice and technical assistance needed to develop and implement cyber reforms and policies at the Joint Staff. Advise the Ministry of Defense and support effective interagency coordination on cybersecurity within the Government of Bosnia and Herzegovina, as required.
Required Qualifications:
U.S. citizen.
Master's degree in areas such as Computer Science, Cybersecurity, or a similar field AND at least six (6) years of U.S. military and/or U.S. government or private industry civilian professional experience with cybersecurity.
OR
Bachelor's degree in Computer Science, Cybersecurity, or a similar field and at least ten (10) years of U.S. military and/or U.S. government or private industry civilian professional experience working in cybersecurity.
Have reached, at a minimum, the rank of O-5 in the military or equivalent in a civilian capacity (i.e., FS-02/GS-14 or industry equivalent).
Experience working on cybersecurity strategy, policy, or procedures at the joint staff level, or within the Office of the Secretary of Defense, or equivalent cyber-responsible office in another U.S. agency.
Experience establishing and institutionalizing cyber programs and processes inclusive of management structure, procedures, and skills necessary to develop strategic plans in the cyber domain.
Experience working with senior officials in a foreign government and/or foreign military. Non-resident or intermittent travel experience may count toward some or all of the required years.
Ability to obtain and maintain a Secret security clearance issued by the Defense Counterintelligence and Security Agency (DCSA) prior to contract/task order performance.
Preferred Qualifications:
- Two (2) years of experience conducting assessments of cyber defense and IT security
procedures at the national and inter-ministerial, or interagency, level. - Three (3) years of experience as an advisor to senior officials in a foreign government
and/or foreign military. Non-resident or intermittent travel experience may count toward some or all of the required years. - One (1) year of experience working with EUCOM, NATO, or the EU on defense or
national security projects. - One (1) year of experience living and working in the Western Balkans. Non-resident
or intermittent travel experience may count toward some or all of the required years.
