Network Engineer

The Naval Facilities Engineering Systems Command (NAVFAC) builds and maintains sustainable
facilities, delivers utilities, and services, and provides Navy expeditionary combat force capabilities.
NAVFAC requires facilities under its command and the facility related controls systems (FRCS) in them to
be interconnected to properly provide Technical Management, Continuous Monitoring, and an End-to-
End (E2E) Cyber Defense capabilities to NAVFAC’s Facilities Engineering Commands. The Control Systems
Platform Enclave version 3 (CSPEv3) has been identified as the networking platform these systems will
connect to and requires location specific integration for each of the designated control systems that will
be connected.
An ideal candidate for this position will have experience and knowledge of network switches, routers,
and devices. Has good exposure to configuring networking protocols like TCP/IP and security protocols
and technologies, such as IPsec, SSL/TLS, VPNs, VLANs, SD-WAN, and firewalls. Experience in configuring,
managing, and maintaining firewall appliances and ensuring proper rule sets for network security. i.e.,
Cisco ASA, Palo Alto. Good understanding of network access control mechanisms, such as 802.1X, NAC
(Network Access Control), and TACACS/RADIUS authentication. Is proficient in creating and managing
network ACLs to control traffic flow and enforce security policies. Understands industry-specific security
compliance standards, such as RMF and NIST.
The primary job of the CSPEv3 support team is to engineer and implement CSPEv3 infrastructure by
standing up all technologies, both software and hardware, to integrate FRCS systems into this network
topology with an end goal to enhance the cyber security posture and enable continuous monitoring of
critical systems.

- Network virtualization concepts to secure and isolate virtual networks
- Software Defined Networking (SDN)
- Aruba Clear Pass
- Microsoft Active Directory integration
- Policy Manager using CPPM
- Ability to identify and assess risks in the IT environment and implement risk mitigation
- strategies.
- Understands and can implement security hardening
- IAM principles
- Role-based access control, multi-factor authentication, and privileged access management.
- Scripts, such as web shells found on endpoints
- PowerShell, PHP, Python, Bash, JavaScript
Analytical skillset
- Clear technical documentation creation
- Good Communication skills with the ability to discuss and troubleshoot high level issues
- with multiple governing entities
Minimum Qualifications
Must have 3-5 years of relevant, Network Engineering experience in performing system issue analysis,
risk management, system troubleshooting, and system documentation.
Preferred Qualifications
- Experience supporting NAVFAC systems and missions.
- Experience with Switches, Routers, access points, Fiber and Copper cabling
- Experience with System networking and domain structures
- Experience with BACnet and/or SCADA systems
- Understanding of ELK stacks and Virtual Machine Networking
Education/Experience
- 3-5 years of experience in Network Engineering OR equivalent combination of education, training, & experience
