Application Developer (CRL) - Core Record Layout & QSAM

Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for 3 years and be Federal Tax compliant

Remote Position

Overview: We are seeking an Application Developer (CRL), who will play a key role in the design, development, integration, testing, and deployment of a modernized BMF platform. Additionally, you will provide essential support for day-to-day Operations & Maintenance (O&M) tasks based on IRS priorities. US Citizenship is preferred.

Key Responsibilities:

  • Provide support and assistance in the design, development, integration, testing, and deployment of a modernized BMF platform.
  • Support day-to-day Operations & Maintenance (O&M) work aligned with IRS priorities.
  • Manage project management tasks, O&M activities, development, modernization, enhancements, software development, legislative changes, and developmental O&M upgrades.
  • Utilize expertise in IBM z/OS assembly language for legacy code business rules extraction and code conversion.
  • Collaborate with team members to ensure successful implementation of modernization efforts.

Requirements:

  • Bachelor's degree in computer science, Information Technology, or related field.
  • In-depth knowledge of IBM z/OS assembly language, including understanding assembly instructions, addressing modes, data manipulation techniques, and job control processing.
  • Experience with IRS Core Record Layout (CRL), QSAM Data Formats.
  • Experience with IRS Individual Master File (IMF) or Business Master File (BMF) highly desirable.
  • Familiarity with CA Endevor Software Change Manager (SCM) tool, including version control, release management, security and access control, and integration with other development tools.
  • Knowledge of BMC Control-M, specifically with respect to automating job scheduling, managing workflows, and monitoring job execution.
  • Familiarity with IBM mainframe architecture, including concepts like storage hierarchy (registers, memory, I/O), system calls (SVCs), and interrupt handling mechanisms.
  • In-depth knowledge of legacy mainframe data formats, including experience with DB2, QSAM, VSAM data formats.
  • Understanding of target Java code, with the ability to translate assembly logic to modern constructs such as mapping assembly instructions to equivalent Java code using loops, conditional statements, functions, and object-oriented design patterns.
  • Active IRS MBI Clearance highly desirable.
