We are looking for an experienced and motivated expert in U.S. Marine Corps operations, strategy, and policy to serve as the U.S. Indo-Pacific Command (USINDOPACOM) Strategic Capabilities Office Pacific (SCOPAC) liaison to U.S. Marine Corps Forces Pacific

As the SCOPAC MARFORPAC liaison you will serve as the primary SCOPAC point-of-contact, initiator, and organizer for coordination, collaboration, and technical and administrative engagements between U.S. Indo-Pacific Command (USINDOPACOM) and MARFORPAC.

Responsibilities include, but are not limited to:
  • Maintain continuous engagement with MARFORPAC directorates (including G-2, G-3, Aviation, G-4, G-5, G-6, and G-9)
  • Understand MARFORPAC plans, policy directives, strategic messaging, capability gaps, experiments and exercises, and the most pressing threats to MARFORPAC capabilities, resources, and logistics.
  • Maintain detailed and prioritized critical issues tracker associated with MARFORPAC strategic, operational, and tactical challenges to inform USINDOPACOM SCOPAC priorities and initiatives.
  • Identify collaboration opportunities between MARFORPAC, USINDOPACOM, the Office of the Secretary of Defense SCO, and USINDOPACOM subordinate commands including component commands (U.S. Army Pacific, U.S. Pacific Fleet, Pacific Air Forces, and U.S. Space Forces Indo-Pacific), subordinate unified commands, direct report units, and joint task forces as appropriate.
  • Serve as SCOPAC liaison for MARFORPAC with the Office of the Secretary of Defense SCO Systems Engineering and Technical Assistance elements, program managers, project leaders, and senior leaders.
  • Participate in USINDOPACOM and MARFORPAC battle rhythm events to ensure OSD SCO, SCOPAC, and SCO stakeholders are aware of emerging opportunities and developing issues.
  • Work with OSD SCO, SCOPAC, and MARFORPAC to integrate specific SCO technologies into exercises, demonstrations, and evaluation events.
RequirementsNecessary Skills and Experience
  • Active U.S. government TOP SECRET security clearance and be SCI eligible. U.S. citizenship is required to obtain a security clearance.
  • Experience working for Department of Defense (DoD), either in the military or with relevant military organizations.
  • Expertise in military operations strategic planning.
  • Substantial and extended experience coordinating, briefing, and communicating with senior (flag officer) stakeholders.
  • Strong analytical skills.
  • Skill with Microsoft Office products, with expert-level skill in preparing PowerPoint briefing products and Word documents ranging from brief point papers to multi-volume operational guidance documents.
  • Experience with budget management and preparing and submitting travel authorization requests and expense reports.
  • Ability to travel internationally when required.
  • Educational requirements: Bachelor's Degree and 12 years' experience in Department of Defense (DoD) strategic or operational planning; or a master's degree and 10 years' experience in DoD strategic or operational planning.
  • Other duties as assigned.

  • Experience working with the National Security Agency.
  • Master's degree in a relevant technical field (engineering, radio frequency spectrum, aerospace, logistics and supply chain management, information technology, geographic information systems).
