SUPERVISED BY: Chief Information Officer I.

POSITION FUNCTION SUMMARY

Under the general direction and supervision of the Chief Information Officer, the Information Technology (IT) Director is responsible for the overall planning, organizing, and execution of all IT functions at Hawaiʻi Island Community Health Center (HICHC). The individual will direct all IT operations to meet staff requirements, as well as manage the support and maintenance of existing applications and the development of new technical solutions. He/She strives to uphold the mission, goals, and objectives of HICHC. II.

ESSENTIAL DUTIES AND RESPONSIBILITIES This position may have various work assignments within HICHC. This description is intended to be generic in nature, and as such it does not detail all duties and responsibilities of the job assignment. Various duties, responsibilities, and accountabilities may be assigned to an incumbent in this position depending on clinic needs and may include but not be limited to the following:

Security • Helps to monitor the operations of IT resources. • Ensures endpoint protection is on all endpoints. • Provides denial-of-service protection. • Performs audit tracking and reporting. • Provides fast, real-time network intrusion response. • Manages authentication and access methods requirements. • Manages external and physical security requirements 9such as access to computer rooms). • Provides ongoing technical support and subject matter expertise for security initiatives within the company.

Service • Leads virtual teams to continuously deliver service. • Reviews, identifies, and resolves systematic service-related issues. • Accountable for client satisfaction performance to include measuring, optimizing, and communicating expectations. • Prioritizes service improvement requests and identifies gaps for future functionality. • Knowledge of the customers’ businesses and business processes. • Reviews service delivery targets and objectives to maintain effective provisioning to the customer.

Leadership • Supports and supervises IT staff including interviewing, recommending hiring, training, directing work, scheduling, appraising performance, rewarding, disciplining, addressing complaints and resolving employee problems. • Approves timesheets and PTO requests for IT staff. • Assists in setting goals and expectations for staff. • Maintains a safe, clean, and confidential working environment consistent with OSHA, HIPAA, and HHC standards. * Other duties as assigned III.

POSITION SPECIFICATIONS

Education and Experience • Bachelor’s degree in computer science or related field required. • Advanced/Masters, degree preferred but not required. • A minimum of eight (8) years of experience in information technology is required, preferably in a medical environment.

Skills and Competencies • Ability to search and recommend new technologies, processes or procedures that improve IT services and support. • Ability to work with other Team members in a cohesive manner providing IT services and support to all departments. • Ability to manage daily tasks, short/long term projects and assigned duties in a timely and efficient manner. • Understanding of security policies and ability to review them for completeness. • In-depth understanding of the security model of the company’s operating platforms. • Ability to balance security issues against productivity issues to ensure that neither is lowered greatly by security policies. • Ability to educate and inform employees about security procedures. • Understanding of the methods of securing data and files, such as authentication and encryption, and products that enable and improve these methods. • Ability to monitor security risks, such as outgoing employees, to help maintain security. • Ability to conduct security audits. • Ability to take responsibility for service provision on behalf of operations. • Ability to facilitate review meetings. • Ability to use clear language to communicate with customers. • Ability to work at a high level and see the “big picture.” • Ability to understand the customer’s unique business.

Physical Requirements • Sitting for extended periods. • Bending and crouching over and under equipment. • Dexterity of hands and fingers to operate a computer keyboard, mouse, hand and power tools, and to handle other computer components. • Ability to lift to 40lbs. Lifting and transporting heavy to moderately heavy objects, such as computers and peripherals.

Confidential and Sensitive Information Because the employee has access to personal and professional data regarding individual employees and their families, personal data regarding individual patients and their families, and/or sensitive company financial data, an essential job result is the maintenance of a high level of confidentiality of the information processed by the employee. IV. PHYSICAL CHARACTERISTICS/WORKING CONDITIONS General Remarks: The work environment described here are representative of those an employee encounters while performing the essential functions of this job. Environment: The noise level in the work environment is usually moderate. There are no known environmental hazards on the premises. Work environment is often stressful. Work is mostly inside, and normal office worker safety precautions and practices are required. Incumbent will be exposed to patients' conditions and some-unpleasant sights, smells and contagious diseases including virus, disease and infection from patients and specimens in working environment. All employees are offered the opportunity to receive the Hepatitis B vaccination series.

OSHA: This position performs tasks that involve exposure to blood, body fluids, or tissues; normal medical safety precautions and practices are required.

Work Hours: Incumbent will be scheduled based on operational need (on call, occasional weekend and off-hour availability). This position is exempt under the provisions of the Fair labor Standards Act (FLSA) and is not subject to the policies and procedures pertaining to overtime hours and premium pay. The foregoing position description is not all-inclusive of the duties that may be assigned to the employee. In order to ensure maximum flexibility and efficiency and to encourage cross training, employees will be assigned additional duties as deemed necessary or desirable by HICHC.

Mental Demands: Duties require attention to detail, alertness, problem solving, tolerance to stress and exercising sound judgment. Duties require high tolerance and adequate coping skills for dealing with loss, grief and bereavement. Good stress reduction and management skills are essential.
