General Purpose
Builds new power lines; maintains and rebuilds old lines. Sets poles; climbs poles; hangs cross arms to wires. Strings wires; slices and sags wire on live or dead circuits. Connects or disconnects transformers, cutouts, electric meters, guy wires.
Supervision Received
Works under the close supervision of the Line Crew Foreman, and general supervision of the T&D Superintendent and Power Director.
Supervision Exercised
Provides general supervision to Apprentice level Linemen and crew members as needed.
Essential Functions - (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. - Conducts general technical analysis of line functions and operations as needed to anticipate and prevent line problems; makes recommendations for line specifications on new construction and circuit enhancements; prepares routine reports of activities; uses various equipment, tools and vehicles in maintaining an electrical distribution system to assure against loss of service.
- Performs construction, installation, maintenance and repair of substations, and circuits for overhead and underground power lines; digs trenches and lays pipe for underground lines; assists in building new substations and maintains existing substations.
- Performs connecting, installing, maintaining and repairing of energized overhead and underground power distribution and transmission lines.
- Operates line trucks, line working apparatus and heavy equipment; digs pole holes and trenches, sets and frames poles; climbs poles, descends into vaults or trenches.
- Strings lines, splices and sags wire on live or dead circuits; connects or disconnects transformers, cutouts, meters and guy wires, changes insulators on high voltage lines and taps into transmission lines; makes URD splicing and terminations.
- Locates damaged lines and poles; trouble shoots power distribution equipment to determine problems; splices cables; repairs, sets and terminates transformers.
- Conducts voltage and amperage checks and system tests; replaces fixtures in crossarms; hangs insulators; replaces and repairs fuses, grounds, etc.
- Responds to emergency calls, resolves power problems and restores power outages; makes connections and disconnections for customers; informs public of pending outages due to repair.
- Repairs streetlights, trims trees and removes other line obstructions.
- Use various technical tools including crimpers, hot sticks, cutters, body belts, bucket truck, wire pullers, etc.
- Assists to maintain inventory of instruments, meters, transformers and related equipment, materials and supplies.
- Performs a variety of maintenance testing, calibration and repair on electrical instruments including single phase, watt hour and demand meters, recording volt and amp meters, transformers, etc., used in electrical utility programs for testing equipment; tests and maintains equipment; determines cause of equipment malfunction.
- Tests personal protective equipment used in high voltage work, including rubber gloves, etc.; performs complex electrical maintenance projects on city buildings and facilities; runs power lines, installs breakers, installs main power boxes; installs and maintains plugs and related connections.
- Performs miscellaneous duties affecting the overall delivery and quality of power services; including, line locations for underground system; pulls wire; completes terminations and performs shut-offs, utilizes rubber gloving methods; prepares rigging for poles; assists with electrical and GFI inspections; performs substation readings; performs permanent power and temporary power connections; responds to power outages; performs infrared imaging to locate temperate hot-spots.
- Operates chipper; performs routine service on all trucks; conducts safety meetings; performs tree trimming; operates backhoe, boom trucks, dump truck, etc.
- Accepts on call duties on a rotation basis.
- Operates internal generation and operation desk during summer peak period as needed.
- Becomes power dispatcher when needed during power emergencies.
- Performs as watcher on the ground assuring safety and hazard prevention to the crew.
- Willing to act as Line Crew Foreman in Foreman's' absence.
- Conducts tests with recording volt and amp meters in response to customer complaints; performs field meter repairs; assists in locating and correcting causes of interference in transmission and distribution lines; advises customers on use efficiency or problem areas.
- Performs routine service on all trucks; conducts safety meetings; performs tree trimming; operates chipper, backhoe, boom trucks, dump truck, etc.
- City duties require the employee to occasionally work outside of their normal job duties, such as flagging for parades, helping set up and take down fireworks, Peach Days, triathlon/marathon races, and other similar events. Other city projects may arise in which the employee is expected to forgo normal work duties to complete these projects.
- Performs other related duties as required.
Minimum Qualifications
- High school diploma or equivalent; AND
- Must be a certified Journey Lineman through an accredited program such as IPSA, IBEW, etc.
- Four (4) years of experience performing the above related duties; OR
Special Qualifications
- Must pass physical examination related to work requirements.
- Must be a certified journey power lineman or substation technician (IBEW or IPSA).
- Possess or the ability to obtain a valid Utah Commercial Driver's License within 90 days of hire and be maintained throughout employment; meet the requirements of Hurricane City's Operation of Vehicles Policy.
- Certification in First Aid and CPR.
- Certified U.D.O.T. Flagger
- Must reside within Hurricane City limits within six (6) months of employment and is required to work mandatory on-call rotating shifts.
- Successful completion of a pre-employment drug screening is required.
- All accredited certifications must be kept current. Failure to do so may result in loss of position.
Knowledge, Skills, and Abilities
- Considerable knowledge of general construction and maintenance; modern methods, principles and practices of power transmission and distribution; operation and maintenance of meters, gauges and instruments associated with electricity and electric power generation and distribution; equipment and materials used in construction and maintenance operations; current codes, standards, safety practices and principles involved in power utility operations.
- Journeyman skill in the use of various heavy equipment, hand and power tools, crimpers, hot sticks, cutters, body belts, bucket trucks, line trucks, wire pullers, etc.
- Ability to keep and maintain accurate operating records and prepare reports.
- Communicate effectively both verbally and in writing.
- Assists with the instruction and training of less experienced apprentices as to their duties and safety measures to be observed.
- Develop effective working relationships with supervisors, employees, elected and appointed officials, private businesses, and the public.

- Position requires incumbent to perform moderate to heavy physical activity.
- Hazardous conditions are an extremely critical factor of this job, working in close proximity to energized lines and equipment up to 75,000 volts.
- Work is performed mostly outdoors in field settings and the employee is exposed to all weather conditions.
- Use common hand tools such as hammers, saws, and screwdrivers; make precise arm-hand positioning movements when working with electrical hand tools, for example, when using a socket wrench to tighten overhead fittings; climb ladders or step to reach objects.
- Make continuous, repetitive arm-hand movements when working with screwdrivers or tightening or loosening nuts and bolts.
- Coordinate movement of more than one limb simultaneously and make fine, highly controlled muscular movements while operating equipment used to set such items as substation breakers. Bend and stoop repeatedly or continually over time when working in electrical panels or picking up cones.
- Use arms above shoulder level when installing overhead conduit or fixtures.
- Work in small, confined areas, when working in a bucket truck or with panels that are difficult to access. Work while standing on extension ladders or lift trucks at heights greater than 25 feet.
- Use stomach and lower back muscles to support the body when lifting heavy electrical equipment during installation, or when climbing in and out of the truck cab or bucket.
- Walk over rough, uneven, or rocky surfaces to access work sites in substations.
- Lift and move electrical components or other objects weighing up to 75 pounds short distances.
- The employee is regularly required to stand, sit, walk, talk or hear; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl; and smell and must occasionally lift and/or move up to 75 pounds.
- The employee occasionally works in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes, or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. The noise level in the work environment is usually moderate.
- Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
- Mental application utilizes memory for details, verbal instructions, emotional stability, and critical thinking.
- Considerable exposure to stress as a result of human behavior, including dealing with unpleasant, angry or discourteous individuals as part of the job requirements.
Condition of Employment
Employee may be required to work extended or irregular hours such as nights, weekends, and holidays. Hurricane City employment can require employees to occasionally work outside of their normal job duties to assist with city sponsored events and/or projects. The employee is expected to forgo normal work duties to assist with the completion of these events and/or projects.
