Host Home Recruiter

Position Objective: To cultivate and broaden the agency referral base for contractual professionals to serve as Host Home Providers. Oversee the development and maintenance of relationships with community organizations to recruit and maintain contractual providers. Develop and maintain an active waiting list for agency services. Recruit new contracted Host Home providers and ensure they meet the expectations and requirements set forth to becoming an eligible contractor. Will follow Rule 50, Dept. of Human Services Rule 115, Rule 116, Rule 119, Rule 120, and other relevant regulatory guidelines.

Essential Duties/Responsibilities

Grow agency contractual provider base and individual referrals:

1. To support and educate the philosophy of the agency’s mission/vision statement and current strategic plan.
2. Manage all responsibilities based on the agency mission, using individual choice and all appropriate policies, procedures, and regulations.
3. Recruit and ready new contracted Host Home Providers.
4. Establishes recruiting requirements by studying organization plans and objectives; meeting with Host Home Team to discuss needs
5. Builds applicant sources by researching and contacting community services, colleges, employment agencies, recruiters, media, and internet sites; providing organization information, opportunities, and benefits; making presentations; maintaining rapport
6. Determines applicant qualifications by interviewing applicants; analyzing responses; verifying references; comparing qualifications to EPC’s mission.
7. Ensure that pertinent entities are cultivated to contribute to the growth of the Host Home Program.
8. Accomplish the growth and financial expectations associated with growth and maturation of the Host Home Program.
9. Review budgetary issues with current supervisor.
10. Ensure that the Host Home Division grows its revenue base in accordance with the Business Plan approved by the CEO and the EPC Board of Directors.
11. Proactively coordinate with Marketing Department to develop and maintain an inventory of approved marketing materials.
12. Collaborate with program staff to facilitate engaging potential referrals in agency functions monthly.
13. Educate potential providers of agency and community services.
14. Educate potential providers on contractual opportunities and responsibilities.
15. Motivate potential providers into successfully completing the process converting them and their home into an available Host Home placement option.
16. Provide support to Host Home providers in the compatibility and placement process.
17. Participate as a member of the agency Admissions Committee.

Database, Paperwork and Compliance Responsibilities:

1. Meet all deadlines set by the agency and outside resources.
2. Understand and stay updated on rules governing program/licensure for CILA.
3. Submit required documentation for licensing and accreditation of all new Host Home sites.

1. Maintain confidentiality of all information relative to persons served and applicants for contractual provider position.
2. Verify references with the HR department
3. Conduct background checks with the HR department
4. Conduct Financial background checks with the HR department
5. Manage all communication with potential providers.
6. Provide regular updates and feedback to Host Home Team
7. Manage applicant tracking system
8. Maintain accurate and current applicant data base
9. Draft and submit rejection letters to any candidates who are denied as a Host Home provider.
10. Organize new provider orientation
11. Complete home inspection and training of needs based on guidelines and regulations related to a Host Home setting.
12. Work with potential providers and those needed for them to complete the needed DSP training.
13. Provide OJT/CBTA training and submit the needed paperwork for potential providers to obtain DSP certification and be placed on the DSP registry.
14. Complete and submit DHS/Fire Marshal paperwork
15. Prepare the home and potential provider for inspections.
16. Complete walk throughs with the assigned inspectors.
17. Develop and maintain provider/site bio’s – prioritizing with sites that have immediate openings.

Resource Management Responsibilities:

1. Provide support to and work with all team and agency members.
2. Communicate and serve as an agency liaison to individuals with I/DD, families, guardians, outside entities and work groups.
3. Assist new providers and individuals in the transition process.
4. Participate in agency-wide functions to support entire organization, including intra-agency and inter agency committees and development of policies and procedures.
5. Maintain contact with external agencies and trade organizations to maintain working knowledge of issues affecting the provision of contractual Host Home Services.

Personal and Professional Development:

1. Participate in meetings, committees, conferences, seminars, and in-service training sessions as requested.
2. Complete other duties as assigned.

Personnel Relations:

1. Interact with all departments and EPC staff, with individuals from monitoring agencies/committees, parents, family members, and other professionals in a professional manner.
2. Facilitate intra-and interdepartmental communication as needed.

Marginal Responsibilities

1. Perform other duties as assigned.
2. As a mandated reporter, ensure allegations of abuse, neglect, and exploitation are reported as required by EPC policy and government regulation

Education/Experience Requirements

1. Bachelor’s degree or equivalent
2. Recruiting experience
3. Knowledge of general principles of recruiting
4. Must obtain and maintain a valid driver’s license and automobile insurance.
5. Must successfully complete CPR, First Aid, Infection Control, and Crisis Prevention Institute (CPI) training and maintain these certifications.
6. Must complete DSP training in accordance with the state regulations and maintain acceptable status on the Health Care Worker’s Registry under the Healthcare Worker’s Background Check Act.
7. Must obtain/maintain standing as an Authorized Direct Support Person for medication administration.

Competency Requirements

1. Ability to effectively present information in one-on one and small group situations to interested parties to include but not limited to people supported, family members, community members, ISC, DHS staff, and other employees of the organization.
2. Must possess good organizational and time management skills.
3. Ability to communicate effectively verbally and in writing with a diverse audience.
4. Must be skilled in Microsoft Office systems. Technical skills include the ability to function using Outlook, Word, and Excel.
5. Basic knowledge of regulations and standards as applicable to EPC
6. Must be able to assess physical environment based on health and safety needs implementing corrective measures when needed.
7. Knowledge of the principles of Person-Centered Planning and the Council of Quality Leadership (CQL).

Physical Requirements

1. Frequent walking and sitting.
2. Regular reaching, grasping, and standing.
3. Other physical activities related to an office environment.
4. Ability to travel for long periods of time on a regular basis.
5. Ability to lift 50 lbs.
6. Operate general office equipment, including multi-line phone, fax machine, printer, copier, and personal computer.

Work Environment

1. Work environments may vary to include office, home environments, and community settings.
2. Will require travel in all regions that EPC provides support
3. May be required to work extended hours or be called upon for emergencies.

1. Work hours/days are full-time and exempt status. Flexibility is a requirement to accommodate various Program, contractual, personnel and organizational needs.
2. Will be required to drive a motor vehicle (EPC’s, employee’s or rental) as part of his/her employment responsibilities with EPC. A valid Illinois Driver’s License and insurance is required and must be maintained at all times while employed by EPC.
