NSWCDD provides comprehensive and dedicated support to the Navy of research, development, test and evaluation, analysis, systems engineering, integration and certification of complex naval warfare systems and fleet support.
 
Location: Dahlgren, VAJob Description:
  • Support NSWCDD in the areas such as Accounting and Budget, Travel, Payroll, and Financial Systems
  • Account and Budget duties such as:
    • Reconciling commitments and obligations in support of the validation of accounting transactions by working with departments, Contracts, Accounting, and Defense Finance and Accounting Service (DFAS).
    • Reconciling expenses, accruals and accounts payable in support of the validation of accounting transactions by working with departments, Contracts, Accounting, and DFAS.
    • Working with Accounting to ensure programs are in compliance with Department of Navy (DoN), Naval Sea Systems Command (NAVSEA), and local instructions.
    • Working with DFAS to review validation requests for "Invoice Pre-Validation."
    • Supporting the command overhead and service cost center budget preparation, execution tracking, and reporting through data extraction via the financial system of record and data warehouse.
    • Updating and managing reporting formats for the command weekly and monthly budget execution reports.
  • Government Travel Policy duties:
    • Organizing, maintaining, and providing oversight and analysis of files associated with delegations of authority, DD577s, Government travel files, any associated training required and system access provided associated with those delegations.
    • Serving as an alternate Agency Program Coordinator (APC) to support the GTCC program.
    • Reviewing and comparing travel charge card reports, statements and invoices and reporting discrepancies to the APC or LDTA.
    • Preparing Permanent Change of Station (PCS), Temporary Change of Station (TCS), and First Duty Station (FDS) Travel Orders.
    • Preparing cost comparisons for Government details to other duty stations.
    • Participating in discussions with external agencies to support resolving complex issues related to the interpretation of the JTR or other financial policy.
  • Payroll Duties:
    • analyzing complex pay issues, interfacing with DFAS and Human Resources (HR) personnel to resolve pay issues, running, reviewing, and providing analysis on Navy Enterprise Resource Planning (ERP) and Defense Civilian Payroll System (DCPS) reports and data, and drafting guides, flow charts and process documentation.
    • providing support in report extraction through the financial system of record or data warehouse as required to support Payroll/Timekeeping matters.
  • Financial Systems duties:
    • Providing support for Financial Improvement and Audit readiness by:
      • completing policy research and analysis,
      • attending Financial Improvement and Audit Readiness (FIAR) meetings at various organizational levels,
      • taking meeting minutes,
      • conducting FIAR testing and analysis,
      • drafting documentation required to support the Managers' Internal Control Program (MICP),
      • drafting process or other FIAR related documentation, and
      • maintaining SOPs.
    • Providing Financial Systems support including:
      • providing analysis,
      • making recommendations,
      • running reports,
      • drafting recommendations,
      • drafting SOPs, and
      • reconciling data from financial management systems and tools.
Qualifications:
  • Must be a U.S. citizen and will be required to obtain a DOD SECRET Clearance.
  • Six (6) years related experience, with at least four (4) years of experience in one or more of the following:
    • financial audit,
    • analysis,
    • Government travel policy and administration,
    • civilian pay and leave policy and administration,
    • assessing program compliance with Financial Management Regulations (FMR),
    • financial and accounting transactions or program cost analysis.
  • Must have a demonstrated ability to apply current DoD and Navy financial and administrative directives to Navy programs.
