Kalman & Company is seeking to hire an experienced Acquisition Analyst IV.

  • Interpret North Atlantic Treaty Organization (NATO), treaty Organization (NATO), ABCA, Joint, multi-service, and Service doctrine, policy, and concepts, applying the interpretation to JPM CBRN P programs.
  • Develop emerging Concept of Operations (CONOPS), Tactics, Techniques, and Procedures (TTPs), and Enterprise activities. In addition, the contractor shall be subject matter conversant on Service TTPs.
  • Provide acquisition and technical program management support on the Chemical-Biological Defense Program (CBDP) and the DoD Instruction DoDI 5000.02, serving as an acquisition advisor to the JPM CBRN P.
  • Evaluate, define, analyze, and recommend strategies and potential systems to meet Chemical and Biological (CB) threats, and assist in integrating emerging JPEO-CBRND technology to augment systems under development.
  • Assist CBDP-supported demonstration campaigns encompassing actions immediately after an attack or incident.
  • Provide operational expertise, analysis, and assessment to inform actions and decisions related to the JCIDS and other requirements generation methods and procedures.
  • Analyze requirement generation documentation and translate to performance specification language to ensure all requirements are recognized during the acquisition process.
  • Develop and improve a continuous dialogue and engagement between the Army CBRN Combat Developers, other interested Services, Material Developers, and JPM CBRN Protection staff.
  • Develop and present detailed new materiel introductory briefs with each Joint Services fielding POCs and command for each fielding event.
  • Coordinate with the Joint Services fielding POCs to determine the unit requirement for products being fielded. This information will be transferred onto a fielding plan which will be provided to the team lead for each event.
  • Direct system support, which includes moving all necessary materials and equipment to and from the travel sites for de-processing operations, equipment/system maintenance, and repair.
  • Prepare a detailed schedule and checklist prior to the start of de-processing.
  • Ensure that the de-processing area and team are in place, equipment is available and where needed, training areas are available, and environmental approvals are in place for operating outdoors.
  • Provide NET and TPF to units stationed in both CONUS and OCONUS locations.
  • Prepare and submit a proposed draft development and publication schedule to the ILS PM and the JPM for approval prior to the start of NET. In addition, the contractor shall ensure that a classroom and students are available during the agreed upon timeframe and all required equipment (i.e., authorized stockage and prescribed load lists, basic issue items, components of end items, manuals, and training materials) is gathered prior to the start of NET.
  • Serve as the primary on-site SME for logistics and material fielding matters.
  • Serve as the initial accountable agent to the Government for subordinate on-site staff logisticians and fielding coordinators.
  • Lead efforts to de-process equipment and systems.
  • Assemble and train other PM team members and material fielding team members for task execution.
  • Proficient with using and analyzing data from the Decision Support Tool (DST) and Army Equipping Enterprise System.
  • Attend meetings or discussions either in person, via telecon, or using MS Teams if on-site gatherings and/or travel are restricted.

Minimum Requirements:

  • US Citizenship is required.
  • An Active Secret Security Clearance is required.
  • Prior experience and knowledge of DoD 5000 Acquisition Policy

Preferred:

  • Defense Acquisition University (DAU) Level III certification, or the equivalency, in Program Management is desired.
