The Challenge:

The Marine Corps Warfighting Laboratory/Futures Directorate (MCWL/FD) generates and examines threat-informed, operating concepts and capabilities and provides analytically supported recommendations to inform subsequent force design and development activities. What if you could use your Intelligence, Surveillance and Reconnaissance (ISR) knowledge and experience to assist with this mission?

As a Senior Intelligence, Surveillance and Reconnaissance (ISR) Subject Matter Expert (SME) on our team, you will assess, compile, update, and disseminate information between MCWL/FD and technology developers, purchasers, requirement writers, and other supporting organizations. You will develop technical materials and related stakeholder documentation and coordinate briefings, meetings, demonstrations, and working groups to fulfill communication requirements in close coordination with MCWL/FD and external stakeholders across the DoD S&T community. You will identify and assess Marine Corps concepts, inputs, priorities, and equities to make recommendations to inform the Government’s technology selection process. You will also identify opportunities to increase awareness, collaboration, and identification and insertions of technological solutions by coordinating and tracking Rapid Defense Experimentation Reserve (RDER) projects, Emerging Capabilities Technology Demonstrations (ECTDs), Joint Test and Evaluation (JT&E), Coalition Warfare Program (CWP), Foreign Comparative Test (FCT), Rapid Innovation Fund (RIF), Defense Science Board (DSB), Joint Non-Lethal Weapons Directorate (JNLWD), Technology Investment Panel, Joint Requirements Panel (JRP), Joint Requirements Board (JRB), Joint Requirements Oversight Council (JROC), Marine Corps Capabilities Based Assessment (CBA) process, Future Naval Capabilities (FNC), Innovative Naval Prototypes (INP), Joint Capabilities Integration and Development System (JCIDS), and other forums.

You Have:

  • Active TS/SCI clearance
  • Bachelor's or higher degree from accredited institution
  • Demonstrated ability to plan and define projects; coordinate and oversee the execution of projects; measure and report progress
  • 12+ years of experience in USMC tactical to operational level multi-discipline ISR operations
  • Intimate knowledge of national intelligence community organization and relationships
  • Understanding of USMC organizational structures and processes
  • Experience in presenting effective presentations and engagements with USMC or DoD senior leaders
  • Ability to communicate across disparate command elements within and outside the Service in order to meet mission requirements
  • Familiarization and experience in the integration and/or employment of rapidly developed protypes to include Artificial Intelligence/Machine Learning in military or ISR applications
  • Familiarization and experience in the integration and/or employment of USMC/MCISRE Intelligence Programs of Record

Nice If You Have:

  • Experience managing Office of Under Secretary of Defense for Research and Engineering programs
  • PMP certification
  • 20 years of multi-intelligence USMC tactical to strategic level experience
  • Experience with the USMC requirements development process procedures for the Deputy Commandant for Combat Development and Integration.
  • Experience in the integration and/or employment of rapidly developed prototypes to include AI/ML in military or intelligence applications.
  • Experience with remote sensing and PED for multi-spectral FMV, SAR, and SIGINT data types and sensor modalities, as well as automatic tracking and correlation and/or fusion of remotely sensed data.
  • Experience with operation and employment of small Unmanned Aerial Systems
  • Experience in development, coordination, and staffing plans and policy for DoD intelligence
  • Experience with proposal writing
