ABOUT THE POSITION:
Under general supervision provides physical therapy evaluation and treatment services to children with physical disabilities in California Children's Services (CCS) Medical Therapy Program; and performs related duties as required.

CCS Physical Therapist I/II is a flexibly staffed series. CCS Physical Therapist I isthe professional entry-level class for physical therapists. Incumbents work under general supervision in assigned Medical Therapy Units and perform a wide variety of physical therapy treatment services to children. CCS Physical Therapist II is the fully qualified, journey-level physical therapist who, under direction, performs the more difficult physical therapy treatments utilizing advanced therapeutic techniques and specialized treatment equipment and provides profession-specific training to staff and therapy interns.

Candidates may be appointed at the CCS Physical Therapist I or II level, depending on the candidate's qualifications and the needs of the department.

The IDEAL CANDIDATE will possess:
  • Experience working with children with disabilities.
  • A desire to provide physical therapy to children, which often involves getting down to their level to provide therapy services.
  • Excellent interpersonal skills and the ability to work well with patients and their family members, teachers, caregivers, physicians and the CCS team.
  • Outstanding written and verbal communication skills.
  • Excellent follow-up skills.
  • The ability to work independently.

ABOUT THE PROGRAM:
California Children's Services (CCS): The CCS program provides diagnostic and treatment services, medical case management, and physical and occupational therapy services to children under age 21 with CCS-eligible medical conditions. CCS is administered as a partnership between county health departments and the California Department of Health Care Services (DHCS). This position is part of the Medical Therapy Program (MTP), which provides physical and occupational therapy to children with certain physical (neuromuscular or orthopedic) conditions or diseases. These services are provided free of charge in special locations (Medical Therapy Units) associated with schools. In addition, consultation may occur in the classroom and home. Examples of Duties

  1. Evaluates functional capabilities of infants, children, and adolescents with physical disabilities using appropriate assessment tools; establishes physical therapy treatment goals and plans of service; submits written goals and plans of service to CCS paneled physician for approval and prescription for treatment; selects physical therapy treatment techniques; constructs and/or recommends the purchase of adaptive equipment; and administers physical therapy to patients.
  2. Assists with Medical Therapy Unit specialty clinic planning and organization and presents patients, case histories, and treatment updates to clinic physicians.
  3. Prepares written evaluation reports, medical chart notes documenting services provided and patient response, and Patient Treatment Records for statistical and medical billing purposes.
  4. Instructs patients, parents, caregivers and educational providers on proper handling techniques and use of medical equipment to reinforce therapy treatment goals.
  5. Directs the therapy services provided by paraprofessional staff.
  6. Makes presentations to orient community agencies and groups to CCS Medical Therapy Services.

Employment Standards

Possession of a valid Certificate of Licensure as a Physical Therapist issued by the State of California Physical Therapy Board within 30 days of hire date, OR you must be a graduate of an American Physical Therapy Association-approved Physical Therapy education program and provide verification that you are a Physical Therapist license applicant by the State of California (applicant status not to exceed four months).

Additional Qualifications: Independent travel will be required. Possession of a valid California Class C Driver's License is required.

Knowledge of: concepts, scope, principles, and practices of physical therapy services; normal and abnormal growth and development of children; human anatomy and physiology, including all systems of the body with emphasis on musculoskeletal and nervous systems; pathophysiological conditions resulting from injury and disease; psychosocial reactions to illness and disease; special medical problems of high-risk infants; standard physical therapy assessment tools and tests; self-care and daily living skills needed by patients for maximum independent living; standard physical therapy documentation format and requirements; durable medical equipment, adaptive aids, and orthopedic devices used in pediatric rehabilitation treatment; professional ethics and conduct; and medical-legal aspects of physical therapy services.

Ability to: evaluate the functional capabilities of children with a variety of disabling conditions; interpret assessment results; develop treatment plans; construct splints or adaptive equipment; teach the use of orthopedic devices and adaptive equipment; explain treatment techniques, equipment, and programs to persons with varying degrees of technical understanding; establish and maintain effective working relationships with children, their families, care givers, and other medical and educational staff; work as part of interdisciplinary team; act effectively in medical emergencies; collect and analyze data, draw conclusions, and make recommendations; keep accurate records; and use clear and concise language in written and oral communications.
Supplemental Information

The Public Health Department (PHD) requires all employees working in direct contact with patients or clients in a high-risk environment to comply with the PHD Employee Immunizations policy. This can be accomplished by providing documentation of immunizations, submitting laboratory immune titers demonstrating adequate immunity, or obtaining required vaccinations. A list of requirements, based on the specific program, will be sent at the time an offer letter is presented to the selected candidate(s) and initial documentation will be required at this time.

  1. Review applications and supplemental questionnaire to determine those candidates who meet the employment standards.
  2. Supplemental Questionnaire Ranking: Responses to the required supplemental questionnaire will be evaluated and scored. Candidates' final score and rank on the eligibility list will be determined by their responses to the supplemental questionnaire.
Candidates must receive a percentage score of at least 70 on the supplemental questionnaire ranking to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.

VETERAN'S PREFERENCE POINTS: Veteran's preference credit is applicable for this recruitment (5 points for veterans, 10 points for disabled veterans). To be eligible for this credit, you must be applying for this position within five years from your most recent date of: (1) honorable discharge from active military service; or, (2) discharge from a military or veterans' hospital where treatment and confinement were for a disability incurred during active military service; or, (3) completion of education or training funded by a Federal Educational Assistance Act. No time limit exists for veterans with 30% or more disability.

To receive veteran's preference points, you must: (1) check the Veteran's Preference Points box on the employment application form, (2) submit a copy of your Form DD214 to the Human Resources Department on or before the closing date, and (3) pass all phases of the examination process. The preference points will be added to your final test score.
