Job DescriptionPOSITION SUMMARY:

Coordinates and maintains responsibility for the Phlebotomy operational and compliance activities; including general orientation/training of staff for phlebotomy; maintains proficiency at all phlebotomy locations to include inpatient and outpatient. Maintains quality improvement program related to phlebotomy.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

Under the direct supervision of the Laboratory PSC/Registration/Phlebotomy Supervisor and within established policies and procedures, the incumbent performs the following functions:

  1. Orient/train and monitor competency of those performing phlebotomy to maintain system design of proper patient identification and preparation;specimen collection, identification, preservation, transportation, processing; and accurate result reporting, ensuring optimum patient specimen and result integrity throughout the testing process. Work with trainees, system wide, on how to approach different types of patient situations, i.e. pediatric patients, confused patients, combative patients, geriatric patients, bariatric patients, burn patients, adverse reactions, etc.

  1. Coordinate the orientation and training of staff on the proper utilization of the handheld positive patient identification devices utilized in the hospital.

  1. Complete orientation of inpatient staff to the hospital floors and other areas where non-ambulatory phlebotomy is performed by laboratory staff.

  1. Coordinate changes in phlebotomy procedures, techniques, and products with phlebotomy-performing staff.Develops and provides continuing education programs.

  1. Coordinate system to evaluate daily performance management (PM) indicator results to detect problems, trends, etc.; maintain that results are conveniently recorded and analyzed routinely to detect process failure; document corrective action taken when performance indicators exceed the defined tolerance limits, in conjunction with the Lab PSC/Phlebotomy Supervisor.Communicate with patient care unit directors and managers verbally, utilizing activity reports on PM performance and staff competency with appropriate follow-ups.

  1. Coordinate internal and external Competency Testing with those routinely performing phlebotomy procedures and document results.In conjunction with the Lab PSC/Phlebotomy Supervisor, develops corrective action plans as indicated in response to "unacceptable" performance. Collaborates with department educator(s) and/or Director to enact corrective action plan.

  1. Document weekly review of phlebotomy performance indicator results and prepare QM report for monthly review by unit directors and Laboratory leadership.

  1. Travel to Laboratory Patient Service Centers (PSCs), Catholic Medical Center physician practices, and client sites for purpose of phlebotomy review, in-services or training, providing own vehicle for transportation; provide documentation annually on proof of driver's licensure, vehicle insurance, and vehicle registration/inspection.

  1. In conjunction with the Lab PSC/Phlebotomy Supervisor, maintain procedure manual and review all procedures written in CLSI (NCCLS) format; prepare/draft procedures describing methods for patient identification, patient preparation, specimen collection and labeling, specimen preservation, conditions for transportation, and storage before testing.

  1. Coordinate annual competency checks with documentation of all phlebotomists to ensure all are knowledgeable about the contents of procedure manuals relative to the scope of their phlebotomy activities and are competent to perform the phlebotomy procedures in accordance with regulatory agency requirements, i.e. CAP, JC, and CLIA.

  1. Ensure that all phlebotomy activities are in compliance with all safety requirements as identified in the Laboratory General CAP Checklist.Ensure that the Phlebotomy program is compliant with all JC and CAP standards.

  1. Maintain a listing of all phlebotomy personnel and ensure/document adequate training, orientation, annual recertification, and competency.Provide written feedback to the nursing directors regarding individuals phlebotomy skills to be included with annual performance reviews.

  1. Demonstrate competency in obtaining capillary or venous samples from inpatients and outpatients of all ages upon request or as assigned.

  1. Attend nursing education meeting as needed upon request of lab managers. Attend nursing orientation as needed to address any pertinent laboratory topics.

Secondary Functions:
  1. Maintain knowledge of Phlebotomy techniques, equipment and topics by reading journals and attending educational meetings on-site and off-site as needed.
  2. Maintains electronic time card for employees in the absence of supervisor or manager.
  3. Works with the Department of Education to develop WEB based learning programs.
  4. Attend regularly scheduled departmental meetings and continuing educational programs; maintain current knowledge in the field.
  5. Attend mandatory in-service programs on Universal Precautions, Disaster Plan, Electrical & Fire Safety and Chemical Hygiene Plan/Hazardous Communications.Comply with all hospital and departmental safety practices.
  6. Follow all safety procedures and precautions as detailed in the Hospital Safety Manual, Chemical Hygiene Plan and Infection Control Policy to maintain safe environment for self and others.Report any possible safety hazards to manager.
  7. Participate in appropriate role in disasters, fire drills, fires and other emergency situations.
  8. Report to work consistently and promptly as scheduled.Provide proper advance notice of absence or tardiness.Work overtime as needed and required.

  7. The worker is subject to hazards including a variety of physical conditions such as proximity to moving mechanical parts, electrical current, exposure to high heat or exposure to chemicals.
  8. Ability to wear safety equipment such as safety glasses, gloves, gown, lead apron, mask, etc.

Visual acuity sufficient for work which deals largely with visual inspection involving small anatomic or physiologic details as well as the whole patient and sufficient for preparing and analyzing data and figures, accounting, transcription, computer terminal operation, extensive reading and visual inspection involving small parts/defects.
  10. Qualifications

Education:
  • High School graduate or equivalent
Experience:
  • Minimum of five (5) years Clinical Phlebotomy experience.
  • Proficient in Microsoft Office (excel, word, power point)
Licensure / Certification:
  • PBT(ASCP) Certification required within one year of hire
