Hydro Plant Compliance Electrical Engineer

Job Description

Chelan PUD is seeking an Electrical Engineer to execute its Hydro Plant Compliance efforts. The Electrical Engineer, Hydro Plant Compliance will schedule, gather data, and report all NERC/WECC compliance related requirements for the hydro facilities to include generator governors and governor controls.  This position will be filled at the Electrical Engineer III, Senior I, Senior II or Senior III level, contingent upon the selected candidate's experience Electrical Engineer III Overview \tThe Electrical Engineer III - Plant performs electrical engineering services as needed for all activities associated with plant operations and maintenance including calculations, analysis, design, and maintenance engineering support of low complexity. Supports electrical maintenance programs, condition monitoring, investigation and analysis to identify and recommend solutions and approaches for electrical engineering issues as well as troubleshooting equipment. Independently drafts technical sections of feasibility studies. Prepares plans and specs for procurement. Supports small to large sized projects and maintenance activities. \tElectrical Engineer Senior I Overview \tThe Electrical Engineer Sr I - Plant performs electrical engineering services as needed for all activities associated with plant operations and maintenance including calculations, analysis, design, and maintenance engineering support of moderate complexity. Supports electrical maintenance programs, condition monitoring, investigation, and analysis to identify and recommend solutions and approaches for electrical engineering issues as well as troubleshooting equipment. Prepares technical plans and specs, and maintenance procedures of moderate complexity. Leads interdisciplinary teams to solve problems. \t \tElectrical Engineer Senior II Overview \tThe Electrical Engineer Sr. II - Plant performs electrical engineering services as needed for activities associated with plant operations and maintenance including calculations, analysis, design, and maintenance engineering support of high complexity. Supports electrical maintenance programs, condition monitoring, investigation and analysis to identify and recommend solutions and approaches for electrical engineering issues as well as troubleshooting equipment. Prepares technically complex plans, specs, and procedures for plant upgrades and testing. Leads multi-disciplinary teams to solve problems. \t \tElectrical Engineer Senior III Overview \tThe Electrical Engineer Sr. III - Plant performs electrical engineering services as needed for activities associated with plant operations and maintenance including technical complex analysis/calculations, design, and maintenance engineering support. Supports electrical maintenance programs, condition monitoring, investigation and analysis to identify and recommend solutions and approaches for electrical engineering issues as well as troubleshooting equipment. Prepares technically complex plans, specs, and procedures for plant upgrades and testing. Leads multi-disciplinary teams and provides leaders with recommendations. Performs complex engineering in one specialty area. \t \t \tElectrical Engineer III Responsibilities

• Engineering Design: Perform electrical engineering design, analysis, and calculations of medium complexity, as assigned for electrical systems and equipment associated with the hydroelectric projects. Create and mark up schematic and wiring diagrams. Provide the design steps and correct sequencing of the technical activities to maintenance staff and plant management. Draft technical sections of feasibility studies. Peer review work of same or lower-level engineers. Receives occasional technical guidance from higher level engineers. Rarely refers to training and textbooks. \t
• Field Support: Assist or direct electrical maintenance crews in the trouble shooting of electrical problems when needed. Assist with safety related projects that require design, concept, and installation. Prepare procedures for and support commissioning for units and electrical equipment. Receives frequent technical guidance from higher level engineers. \t
• Plans & Specifications: Research and provide input for electrical systems, equipment and other related materials/services for system changes and purchase. \t
• Analyze machine condition monitoring data and failure information to determine if equipment needs replacement or repair. Provide condition input to Asset Management. Propose engineering solutions for problems, deficiencies or opportunities identified within the projects. \t
• Compliance, Codes & Standards: Perform engineering, testing and provide documentation for reliability compliance activities. Interpret codes and standards including nuances of application, identifying different possible interpretations. Contribute to the development of company technical standards. \t
• Training: Identify and attend training to maintain and learn new skills. \t
• Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC)

Electrical Engineer Senior I Responsibilities

• Engineering Design: Perform electrical engineering design, analysis and calculations of advanced complexity as assigned determining the methodology and depth needed for electrical systems and equipment associated with the hydroelectric projects. Lead other team members in proper execution of technical activities. Prepare and mark up schematic, one-line, and wiring diagrams. Perform protective relay setting calculation and oversee testing. Provide input to plant management in approach and execution of technical activities to support plant maintenance and operations. Peer review work and provide guidance to lower-level engineers. Receives infrequent technical guidance from higher level engineers. Rarely refers to training & textbooks \t

Electrical Engineer Senior II Responsibilities

• Engineering Design: Perform electrical engineering design, analysis, and calculations of advanced complexity frequently determining the need and scope of the analysis and calculation for electrical systems and equipment associated with the hydroelectric projects. Investigate alternatives for troubleshooting and solution design for obscure or indeterminate problems. Prepare and mark up schematic, one-line, and wiring diagrams. Perform protective relay setting calculation and oversee testing. Evaluate and propose conventional and sometimes innovative approaches to problems. Provide structure and work sequence to lower-level engineers to guide technical activities. Receives only general objective guidance from higher level engineers and management. Refers to training material, textbooks, and references only to verify accuracy or determine proper methods for less common problems. \t
• Field Support: Assist or direct electrical maintenance crews in the trouble shooting of electrical problems. Assist with safety related projects that require design, concept, and installation. Design, prepare procedures for and lead commissioning for units and electrical equipment. Lead troubleshooting efforts, developing tests and procedures, analyzing results, and recommending solutions. Electrical Engineer Senior III Responsibilities

• Engineering Design: Produce technically complex electrical engineering design, analysis, and calculations of a wide variety. Develop knowledge and skill in a designated specialty area. Prepare and markup schematic, one-line, and wiring diagrams. Perform protective relay setting calculation and oversee testing. Provide support for modeling of machines for system studies. Propose alternatives for test, study, and design steps and sequencing for obscure or indeterminate problems. Identifies, evaluates, and recommends the optimum technical approach for unusual and obscure issues for all electrical systems and equipment associated with the hydroelectric projects. Evaluate the work of lower-level engineers, providing guidance for technical work for complex and unusual activities. Provide peer review to equal and lower-level engineers. Receives infrequent general guidance from higher level engineers and management, generally self-directing for technical activities. Regularly refers to specialty guidance information. \t
• Field Support: Assist or direct electrical maintenance crews in the trouble shooting of complex electrical problems. Assist with safety related projects that require design, concept, and installation. Design, prepare procedures for and lead commissioning for units and electrical equipment. Lead troubleshooting efforts, developing tests and procedures, analyzing results, and recommending solutions. Makes on-time decisions to resolve complex field issues. Investigate alternative designs, articulate advantages and disadvantages, and recommend the best solution to project teams/leaders.
