Public sector human resource experience preferred.Required License (s):Incumbents in this class typically require:Valid Driver's License or evidence of equal mobilityNature of Work:Under supervision, is responsible for advanced technical work to meet the Human Resources (HR) needs of the County. This position is the subject matter expert for an assigned functional work area (benefits, payroll, personnel and wellness) and may be cross trained to support other projects in Human Resources. Oversees and implements ongoing Human Resources functions, processes and systems within the assigned functional area and develops new procedures to create efficiencies. Acts as a team leader for HR Representatives including training and reviewing of work.Level of Decisions:Incumbents have appreciable latitude for determining the appropriate actions, decisions, or processes to use due to their professional knowledge and experience. Assignments are broad in nature, usually requiring some originality and ingenuity to ensure an appropriate alignment between assignments and organizational policies and objectives.Direction Received/Provided: Incumbents in this class are responsible for the outcome and performance of clearly defined objectives, have responsibility for the oversight of people (staff) and resources (budget), which includes supervising the work of staff. Incumbent receives direction from Department Head or designee. Decisions made at this level are predominantly operational in nature, dealing with the oversight of clearly defined procedures and work methods.Knowledge, Skills and Abilities Required:Comprehensive knowledge of the laws, ordinances, rules and regulations affecting public human resources management.Comprehensive knowledge of the laws, ordinances, rules and regulations affecting public human resources management.Thorough knowledge of human resources functions and federal, state and local regulations regarding public sector employment.Ability to perform complex administrative tasks and to plan and organize work efficiently.Ability to effectively gather, analyze and explain information clearly, correctly and accuratelyExtensive knowledge of insurance, pension and benefit record-keeping practices and terminology.Skill in labor negotiation techniques and strategies.Skill in conducting workplace investigations and resolving grievances and complaints.Ability to maintain up-to-date knowledge of HR best practices.Ability to use appropriate discretion in dealing with matters of a confidential nature.Ability to develop and implement County policies, procedures, rules and contracts.Ability to establish and maintain effective working relationships with employee groups, union representatives, elected and appointed public officials and public and private agencies.Persons with Disabilities:The above is a general listing of job duties. Equipment used may include, but is not limited to, computer, calculator, telephone, camera, and copier/scanner/fax machine. Occasional out of town travel may occur. Work interruptions are frequent. There is some pressure associated with project or activity deadlines. May also deal with individuals who may be emotionally charged.
