The Legislative Affairs Manager manages the work of the National Association of Housing and Redevelopment’s (NAHRO’s) legislative affairs team and NAHRO’s day-to-day work on Capitol Hill. The incumbent elevates issues of concern to the Director of Policy and Legislative Affairs, ensures timely delivery of Monitor articles and Direct News for legislative related issues, and represents the organization to HUD and other national stakeholders when necessary. The incumbent directs the legislative affairs team to consider all policy implications and membership perspectives of legislative proposals and notifies the Director of any legislation that could impact membership. The incumbent ensures proper coalition building related to Appropriations and other legislative initiatives and manages NAHRO’s Legislative Network. Along with the Policy and Legislative Affairs team, the Legislative Affairs manager is responsible for refining and advancing NAHRO’s legislative and regulatory agenda and National Housing Framework.


All activities must support NAHRO’s mission and produce results that accomplish the strategic goals and objectives of the Legislative Affairs Department.


Responsibilities

  • Develops and implements the legislative and advocacy strategies and initiatives that help NAHRO protect and promote its members’ interests.


  • Manages NAHRO’s legislative portfolio and the association’s day-to-day interests and activities on Capitol Hill.


  • Establishes and maintains effective working relationships with Congressional offices, other housing and community development industry groups, and with associations or trade groups whose missions intersect with housing and community development.


  • Conducts research and monitors legislation; prepares legislative testimony, legislative correspondence, and legislative alerts to members.


  • Maintains a leadership role in planning and implementing the Washington Legislative Conference, Summer Symposium, and National Conference.


  • Assists with the preparation of the annual NAHRO Legislative and Regulatory Agenda.


  • Leads annual advocacy campaign and other large-scale advocacy campaigns throughout the year.

 

  • Leads staff responsibility for the work of the Legislative Network.


  • Oversees legislative field operations and grassroots development involving regions, chapters, and individual members.


  • Assists in the development of training materials and other written, video, and graphic content, including newsletters, PowerPoint presentations, social media, member surveys, one-pagers, and other documents.


  • Provides management oversight on legislative/Congressional content on the website and mobile advocacy app, ensuring both are kept up to date.


  • Delivers presentations pertaining to policy updates at the Association’s conferences and at the Association’s regional and state chapter conferences, as needed.


  • Performs other related duties as assigned.


Qualifications

  • Knowledge of the policies, procedures, goals, objectives, operational entities, requirements, and activities as they apply to the assigned area of responsibility in NAHRO.


  • Understanding of the legislative process.


  • Awareness of current political leadership and government trends.


  • Working knowledge of U.S. Department of Housing and Urban Development’s (HUD’s) and Department of Treasury’s housing and community development programs.


  • Familiarity with federal affordable housing policy and programs.


  • Ability to analyze federal legislation.


  • Strong oral and written communication skills.


  • Knowledge of federal policy and rulemaking procedures and processes.


  • Qualitative and quantitative research and analytical skills.


  • Strong presentation and public speaking abilities.


  • Ability to work independently and stay up to date on relevant topics.


  • Ability to interact with members and be able to weigh their perspectives with a national perspective.


Education and/or Experience

Bachelor’s Degree from an accredited college or university (Master’s Degree preferred) in political science, public administration, or equivalent with five years of Capitol Hill experience within the past ten years. Experience with advocacy or lobbying groups required. Other equivalent combination of education and experience which meet the minimum qualifications requirement may be considered.

 

Technical Skills

To perform this job successfully, an individual must have strong knowledge of the use of personal computers and software such as Microsoft Office 365; Association Management Software (AMS) and webinar production skills. Must be able to learn other computer software programs as required by assigned tasks.
