Job Title: Scientific Program Manager - NIH
Job Description:
- Develop and edit meeting/conference/workshop/event marketing materials, including invitations, programs, agendas, and websites online presence; coordinate the development of related material, including mobile “apps”.
- Support collection and analysis of data created from these websites.
- Conduct assessments of organizational structures and provide necessary coordination among key participants for long range planning and development of organizational strategies to meet objectives and mission.
- Prepare comprehensive status reports, management summaries, and briefing papers identifying problems, assessing the overall condition of work completed or in progress, and outlining issues, solutions, and recommendations.
- Initiate and execute very complex administrative/management projects; utilize expert skills in studying work methods, administrative guidelines, procedures, utilization of human resources, and management controls.
- Analyze and evaluate findings, recommending more efficient, effective, and economical ways to accomplish workload and program objectives.
- Participate in planning sessions, contributing management-oriented expertise in discussions of innovative ways to carry out assigned programs.
- Develop organizational charts, contact lists, milestone charts, budgets for work modules, schedules, and other information to facilitate monitoring and carrying out key projects.
- Prepare proposals to introduce new initiatives and recommend effective operations consistent with overall program objectives.
- Serve as expert analyst in developing, monitoring, implementing, and evaluating current or projected complex programs involving governmental and non-governmental organizations.
- Analyze existing or proposed systems, strategies, services, or other health-related matters for long range implementation and administration of the public health program.
- Serve as a principal advisor in developing and formulating short and long range program goals, objectives, and policies.
- Serve on the management team and as a principal advisor on the administrative aspects of program operations.
- Independently or as part of a team, prepare and present comprehensive program reviews including recommendations on curtailing or expanding programs and program effectiveness.
- Coordinate high level, collaborative projects with other internal and/or external organizations to meet broad agency goals.
- Collect and compile qualitative and quantitative information and data for use in program decisions.
- Work with senior staff to provide support and oversight in planning annual meetings organized by NINDS for stakeholders.
- Lead and process complex issues related to programming and logistic demands for meetings, workshops, and conferences.
- Provide seamless coordination, planning, and on-site execution of program and logistics.
- Coordinate high-profile speakers and support efforts related to venue coordination, audiovisual production, security protocols, and vendor logistics.
- Propose and implement new ideas to improve the event planning and execution process.
- Maintain project tracking and management resources necessary for completing high level tasks relevant to the NINDS mission.
- Design and coordinate systems for communications among staff to facilitate efficient flow of information.
- Coordinate the flow of programmatic information across multiple NINDS offices, as well as NIH Institutes and Centers.
- Work with Office Director and senior staff to enable coordination, oversight, and monitoring of progress for specific projects and initiatives.
- Analyze program performance to identify issues and develop recommendations for improvement.
- Develop, update, and maintain spreadsheets to analyze information, including budget, communication, and educational exhibits.
- Assist in the preparation of scientific manuscripts, health information material, and educational materials.
- Compose correspondence requiring understanding of technical and/or scientific matters within the program.
- Summarize content of incoming materials and inquiries from attendees of NINDS-affiliated scientific meetings.
- Communicate and collaborate effectively with internal stakeholders across NINDS, NIH, and the Federal government.
- Serve as a principal advisor and co-lead on special event initiatives.

Education and/or Experience:
- Master's degree in Business Management and Administration, Human Resources, or Personnel Management.
- Minimum of 4 years of experience in biology or other related field.
- Proficiency in PowerPoint, SharePoint, MS Office.
- Experience in workshop and conference planning, writing, establishing collaborations, and strategic planning.
