Rutgers, The State University of New Jersey is seeking an Associate Director of Finance within the Rutgers Cancer Institute of New Jersey. The Associate Director role is responsible for the development, coordination, and analysis of information from across the Division of Finance to support the implementation and tracking of the Rutgers Cancer Institute budget. The position provides direction and expertise to groups inside and outside of Finance to ensure accurate and consistent personnel and non-personnel operating budgets across the Cancer Institute while leveraging internal and Rutgers-provided budget and finance information systems and technology tools. Position ensures financials from sponsored and non-sponsored accounts in both research and clinical areas are correctly aligned and presented to ensure accurate and meaningful variance analysis, forecasting, and decision support. Directly supervises a team of staff who assist in the collection, coordination, and analysis of budget information, as well as working with leaders within the Administrative and Operations areas of the Cancer Institute to directly develop and track budgets for those areas of the Institute.

Key Duties:

  • Creates effective work plans and works closely with staff by supervising and addressing their training needs in order to achieve competency of work performance and understanding of personnel and non-personnel operating budgets.
  • Works collaboratively across Finance to coordinate the development, implementation and submission of the annual revenue and expense budget for Rutgers Cancer Institute. Serves as the liaison to the University Budget Office and Rutgers Health for all required budget data uploads into Rutgers University systems.
  • Ensures complete, accurate, and consistent allocation of all revenues and expenses across sponsored and non-sponsored activities as well as clinic-related activities funded through the Integrated Practice Agreement with RWJ Barnabas Health.
  • Assists as needed in the development and reporting of budgets and expenditures associated with NJ State Budget Appropriations for submission by the Financial Reporting group within Finance.
  • Works with staff to directly develop, manage, and track the personnel and non-personnel budgets of all sections within the Institute's Division of Administration and Operations.
  • Develops budgets and forecasts for the Institute Director's recruitment and commitment financial package from Rutgers Health. Tracks and reviews that appropriate expenditures are applied and coordinates timely reimbursement from Rutgers Health. Provides ad hoc modeling of related expenses to Institute leadership as needed.
  • Develops and coordinates routine and ad hoc analysis of Institute wide financials, including expenditure, FTE, and other pertinent data. This includes organization-wide modeling and estimation of the impacts from cost-of-living adjustments, fringe rate changes, RCM metrics, etc.

Annual Salary: Minimum: $118,294.00; Mid Range: $149,642.00; Maximum: $180,989.00

Qualifications:

Minimum Education and Experience:

  • Bachelor's Degree in Accounting, Finance, Business Administration or a related field is required.

Required Knowledge, Skills, and Abilities:

  • Seven (7) years of related responsible experience in budget preparation, administration and control in a health care/academic environment required; including three (3) years in a management role. Maintaining confidentiality is required.
  • Must be computer literate with proficiency and working knowledge of Microsoft Excel, Word, Access and PowerPoint.
  • Effective oral and written communication skills.
  • Outstanding human relations and leadership skills, and the ability to function in a team environment are required.
  • Equivalent education, experience and/or training may be substituted for the degree requirement.

Preferred Qualifications:

  • Certified Public Accountant (CPA) certification preferred.
  • Knowledge of how to accomplish superior performance in a unionized environment is preferred.

Physical Demands: Standing, sitting, walking, talking and hearing. No special vision requirements. Lifting up to 25lbs.
