PAY SCALE GRADE: 14-15-16

REPORTS TO: Tribal Affairs Program Director

The Manager works together with the Director to oversee the activities of the Community Utility Assistance Program (CUAP) partners and the Kawerak Program. The Manager, along with the Tribal Affairs Program Director, is responsible for planning, developing, and implementing the services available through the CUAP-MAS Program. Supports resolution of maintenance issues and assists in capital projects as needed.

BRIEF SUMMARY OF JOB RESPONSIBILITIES:

  • Work with the Tribal Affairs Program Director to identify, develop and oversee the implementation of technical assistance to Cities in areas of need.
  • Provide supervision and direction to the CUAP-MAS staff, conduct staff evaluations on an annual basis and as necessary. Provide hiring and firing recommendations to the Tribal Affairs Program Director.
  • Organize and conduct assessments of city governments’ needs and goals. Offer recommendations for improvement or change as appropriate.
  • Point of contact for coordination with education and training organizations to provide municipality’s staff training which meets the needs of the region.
  • Work with Kawerak MAS-CUAP staff and Norton Sound Health Corporation staff to provide technical assistance and training to regional city governments on:
  1. Developing and/or amending organizational documents, city ordinances, and city codes.
  2. Training city staff with responsibilities to Memorandum of Agreement (MOA) with CUAP.
  3. Budget development and project monitoring.
  4. Internal controls.
  5. Generally Accepted Accounting Principles and compliance (GAAP).
  6. Conducting city elections and city meetings.
  7. Assistance to municipalities’ members with grant applications, managing and complying with terms and conditions of grants, contracts guidelines, and policies including CAP Funding, NSEDC Funding, AVEC pass-through and others as determined.
  8. Work with Alaska Rural Utility Collaborative (ARUC) to establish assisted billing programs with each of the rural communities and monitor as needed.
  • Monitor Federal and State regulations, legislation, policies, or issues that impact Cities and City Governments. Keep Cities informed on issues, as appropriate.
  • Work with Tribal Affairs Program Director to coordinate facility priorities and capital projects.
  • Serve as a liaison between staff, administration, contractors, and the public resolving maintenance, contractual, and/or general operational issues. This may require reporting after hours as needed.
  • This position is expected to occasionally attend evening meetings or meetings out of town, which require travel during evenings, weekends, and holidays.
  • Keeps facilities in compliance with performance standards, licensing requirements, state and/or local inspection requirements as applicable.
  • Other duties as assigned by the Tribal Affairs Program Director.

QUALIFICATIONS:

  • Bachelor’s degree in political science, Rural Development, Accounting or related field. Supervisory work experience in the field of City Government Operations, Accounting or related fields may substitute for the degree on a year-for-year basis.
  • Two years of management and supervisory experience preferred.
  • Must have strong oral and written communication skills, organizational and budgeting skills.
  • Ability to work effectively with people from a variety of backgrounds.
  • Must be dependable, self-motivated, and able to work with minimum supervision.
  • Must possess basic computer skills and knowledge of Microsoft Word, Windows, and Internet usage. Experience with Excel preferred.
  • Must be willing and able to travel.
