Job description
The Chief Financial Officer (CFO) is the principal financial leader for the Port, contributing to setting and achieving strategic plans and goals. Responsible for providing tactical direction and oversight of the financial efforts of the Port to ensure financial stability and future growth. This leader will work with staff and the Port Commission offering a comprehensive approach encompassing accounting with all areas of business. The CFO is responsible for accounting and supervisory work for the overall financial management operations of the Port Harbor and Terminal District. Work involves supervising a staff in a broad range of financial and budget related areas; financial statement preparation and budget development; monitoring revenues and expenditures; analyzing the budget impact of legislation; preparing mandated reports; communicating with State and Federal agencies; developing and maintaining a system for reporting financial information in accordance with regulatory agency requirements; generating, analyzing, and presenting custom reports and fiscal interpretations; supervising, evaluating, and directing subordinate employees; overseeing the day-to-day operations of departments, programs, projects, and service.
SPECIFIC DUTIES AND RESPONSIBILITIES
- Works effectively as a key member of the Port’s leadership team’s business decision making process, understanding others’ perspectives while providing financial concepts.
- Participates in establishing strategic goals and bringing forth initiatives to enhance the Mission, Vision and Core Values of the Port.
- Provides day-to-day leadership and works with staff to ensure a high performance, customer service-oriented work environment that supports achieving the district’s objectives and values.
- Supervises subordinate staff in Accounts Receivable, Accounts Payable, Billing, Purchasing, and Payroll, which involves such duties as instructing, assigning and reviewing work, maintaining standards, acting on employee problems, appraising employee performance, recommending promotions, discipline, and termination.
- Prepares complex annual financial statements in compliance with Generally Accepted Accounting Principles and with government regulations, which involves researching ethical publications to adherence to Generally Accepted Accounting Principles; generating complex financial projections, analyses, and estimates; reconciling general ledger accounts with various registers; converting data between various accounting methods; reviewing and cross-referencing the many segments of the annual financial report (Management’s discussing and analysis, financial statements, notes to the financial statements and supporting schedules); distributing reports to elected officials and regulatory agencies; presenting and explaining financial results to Port officials and outside agencies.
- Develops short and long-range plans to guide the Port’s auditing, finance, investment and related administrative programs in a manner that is consistent with the Port’s strategic plans and goals.
- Maintains the integrity of and supports the operations of various accounting, auditing, and budget reporting systems; establishing and maintaining a complex integrated system of financial transaction generation; creating and maintaining general ledger accounts and account structure; generating source code of numerous financial reports; serving as liaison between financial software companies and employees; resolving difficult and unusual problems requiring expert knowledge and experience with interfacing automated fiscal systems; planning for long and short range software and hardware replacement; reviewing and evaluating accounting and other software package proposals.
- Serves as the main liaison with various outside auditors and the internal auditor in their examination of Port accounting practices, financial statements and reports, and all other audit related issues.
- Attends and participates in regular and special meetings of the Port Commission and various outside organizations. Presents reports on developments regarding audit, finance, investment, and related administrative matters.
- Assists employees, vendors, officials, and other agencies by answering questions related to Port operations and services.
- Performs accounting related functions such as: resolving the more difficult and unusual accounting problems, overseeing journal entry postings; preparing and reviewing vouchers, invoices, statements, and other records; coding data for input into financial data systems; reviewing, balancing, interpreting, and correcting computer reports; overseeing and reviewing deposits, revenue recordation, and bank account reconciliations.
- Reviews contracts and agreements pertaining to the Port.
- Prepares and analyzes financial information detailing assets, liabilities and capital; prepares balance sheet, profit and loss statement and other reports to summarize current and projected position.
- Contributes to the development of and monitors performance against the annual department budget.
- Receives and/or reviews various records and reports such as financial statements, contracts/legal documents, ordinances/resolutions, correspondence, and accounting vouchers.
- Develops ordinances/resolutions as necessary to maintain accounting compliance.
- Develops and compiles Annual and Mid-Year budgets as well as budget estimates.
- Works with the Grant Administrator for the administration and recordation of grants.
- Maintains records management system.
Education Requirements and Experience
A bachelor’s degree required, with a major in accounting preferred. CPA License required with a minimum of seven years’ professional accounting and supervisory experience a must and Governmental Accounting experience desired. Thorough knowledge of accounting/financial management and computer systems and applications essential – knowledge of governmental accounting practices and procedures helpful. Excellent written and verbal communication.
This is an unclassified role. Salary commensurate upon experience.
