The Senior Civil Engineer leads a design team in the preparation of plans and specifications for drinking water capital improvement projects. The Senior Civil Engineer is responsible for meeting the goals and objectives established by the Engineering Manager, including meeting the schedules and budgets for design projects assigned to the Senior Civil Engineer's design team.


JOB FUNCTIONS:
  1. Leads a design team to perform or manage multiple potable water supply, treatment, storage and distribution design projects. Prepares design plans and specifications.
  2. Plans, directs, assigns, reviews, and evaluates the work of all assigned staff. This includes preparing performance evaluations and career development profiles for all direct reports, as necessary.
  3. Coordinates internal and external resources, including consultants, concerning the timely completion of assigned design projects while working closely with other asset management staff and other internal stakeholders, including operations, customer service, and water quality staff to ensure project objectives are achieved.
  4. Prioritizes assigned design projects within area of responsibility. Monitors and reports on design project schedules and budgets, and implements corrective actions when needed.
  5. Ensures design team meets design schedules and budgets for all assigned water supply and distribution design projects.
  6. Performs QA/QC on design projects by other engineers and consultants.
  7. Responsible for QA/QC of the design team.
  8. Engages and manages consultants and reviews invoices.
  9. Reviews and opines on submittals and field changes during construction phase.
  10. Represents or assists in representing company in public settings with respect to projects.
  11. Performs engineering design services associated with the development of Capital Improvement Programs and related design documents such as preliminary design reports, project cost estimates, cost/benefit analysis, value engineering reviews, and various evaluations and reports concerning system hydraulics, water supply, distribution, storage, treatment and water quality projects.
  12. Performs engineering design services and/or supervision of design services associated with new business projects.

Minimum Qualifications:
  1. Bachelor of Science degree in Engineering from an accredited college required.
  2. Registration as a Professional Civil Engineer in the State of California required.
  3. Six years of progressively responsible experience in water infrastructure design.
  4. Strong oral and written communication skills.
  5. Ability to analyze and solve complex problems.
  6. May include but not limited to standing, walking, bending, pulling and/or pushing, grasping, lifting, reaching, stooping and crouching, color determination, typing, sitting, reading, speaking and listening.

COMPENSATION INFORMATION

The compensation range provided is in compliance with state specific laws. Multiple factors are used to determine the actual starting rate of pay for all of our positions, including specific skills, years of experience, education, certification(s), and other job related factors.
