PRC Baker Places is a non-profit residential treatment agency that has provided the San Francisco community with alternatives to institutional care since 1964. Our direct care professionals provide counseling and case management services to previously homeless adults living with co-occurring diagnoses of chronic mental illness and substance use disorder. All agency services are provided from the philosophy of social rehabilitation which integrates teaching daily living skills in a safe and healthy environment.

Position Overview

The Program Director is responsible for the overall management, clinical and rehabilitation services, staffing, facilities, and fiscal operations of an adult residential treatment program. The Program Director manages the flow of clients into and out of the program and advocates for and responds to clients’ treatment and rehabilitation needs.

Primary Duties and Responsibilities

  1. Deliver high quality clinical, rehabilitative and culturally competent services to clients with substance abuse, psychiatric diagnosis, and HIV-related issues.
  2. Must be able to perform and train staff in all aspects of Assistant Program Director, Residential/Relief Counselor duties as follows:
  3. Perform intake interviews and assist with client treatment plan development, implementation and discharge planning.
  4. Assess the clinical needs of clients.
  5. Evaluate clients for potential crisis situations and determine appropriate intervention and management.
  6. Conduct individual and group counseling sessions as assigned.
  7. Monitor and document clients’ progress toward achievement of individual goals.
  8. Record clinical notes and hourly rounds to meet Medi-Cal standards and licensure requirements.
  9. Act as a role model - guiding clients and facilitating appropriate behavior, teaching daily living skills, self-care, personal interaction, social relationships and constructive time management.
  10. Ensure that clients are linked with a primary care provider and assist with identifying and accessing community resources.
  11. Participate in staff and shift change meetings.
  12. Hires, trains, supervises and evaluates all personnel within the program.
  13. Effectively and consistently uses Baker Places Personnel Policies and the SEIU Collective Bargaining Agreement (CBA) in all staff encounters, actions and decisions.
  14. Develops and maintains good working relationship with client referral sources and other related mental health, substance abuse and community service programs.
  15. Review for accuracy all client records and charts to ensure compliance with agency, clinical, fiscal and Medi-Cal standards and licensure requirements.
  16. Set-up and coordinate staff work schedules.
  17. Conducts a weekly staff meeting(s), supervision where client, staff and household milieu issues are addressed.
  18. Coordinate the collection of client census data and reports as required.
  19. Maintains facility and services in accordance with licensure standards, to ensure that all clients receive care and supervision that includes but is not limited to:
  20. Principles of nutrition, food preparation and storage, and menu planning.
  21. Housekeeping and sanitation principles.
  22. Recognition of the early signs of illness and need for professional assistance.
  23. Identification and access to community services.
  24. Other duties as assigned.

Minimum Qualifications

  1. A Bachelor’s Degree in Psychology, Social Work or any other major which includes at least 24 semester units in one or more of the following subject areas: (A) Psychology (B) Social Work (C) Sociology (D) Behavioral sciences (E) Psychiatric Nursing; and: (2) One (1) year of full-time work experience in a community program that serves clients who have a mental illness. Such experience must be in the direct provision of services to clients, of which four (4) months must be in a position of supervising direct care staff.
  2. As an alternative to the Bachelor’s Degree and experience required in paragraphs (1) and (2) of this subsection, a total of three years of experience in providing direct services in the community to persons with mental illness, of which six (6) months must be in a position of supervising direct care staff, and graduation from high school or possession of a GED may be substituted.
  3. An understanding of and commitment to Social Rehabilitation is required.
  4. Master’s degree in behavioral health science or four years full time equivalent (8,320 hours) documented experience in a residential treatment setting may be substituted for the academic degree.
  5. Must have at least two (2) years’ experience as Program Director of adult residential treatment facility. Must have demonstrated ability to direct, lead, coach, supervise and train staff.
  6. Must demonstrate cultural competency while working with diverse populations on the issues of mental health, substance abuse and HIV-AIDS in a social rehabilitation treatment model.
  7. Requires previous experience compiling data, creating and distributing reports, and responding to governmental requests for information on a timely basis.
  8. Must be able to communicate effectively with staff, clients and other providers both orally and in writing.

Physical Requirements

  1. Must be able to navigate several flights of stairs many times daily.
  2. Must be able to do extensive charting and documentation.
  3. Must be able to lift 20 pounds.
  4. Responsible to physically respond to client needs in the event of a crisis situation.
