A Non-Merit vacancy exists in the Department of Housing and Community Development.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

The Executive Director (“ED”) will be responsible for the overall administration of all housing subsidy programs for the Department, including program and financial compliance and mandated reporting to the US Department of Housing and Urban Development. The ED will provide leadership, supervision and strategic direction to the management and staff in Baltimore County’s recognized Public Housing Authority (PHA), the Office of Housing. The ED will report to the Director of the Department of Housing and Community Development.


Examples of Essential Duties

The Executive Director is required to ensure that the Office operates at no less than a Standard Performance or greater rating at all times. The required duties include:

Organizational Leadership
  • Plans, directs, and oversees the management of all Housing Subsidy Programs including: Housing Choice Voucher Program, Project-Based Voucher Program(s), and other federally-funded housing programs.
  • Provides guidance, leadership and supervisory staff in the Office of Housing.
  • Ensures that all staff undertakes ongoing professional development and training, seeking new and/or innovative trainings where applicable.
  • Effectively manages the human resources of the division in keeping with authorized County personnel policies and procedures that fully conform to current laws and regulations, including oversight of recruitment, hiring, supervision, evaluation, discipline and termination of employees.
Program Oversight and Compliance
  • Monitors and manages Housing Subsidy Programs for compliance with federal regulations and state and local policies.
  • Maintains and reviews waiting lists for subsidy programs and monitors in accordance with regulations and eligibility criteria.
  • Demonstrates knowledge of federal regulations and directives from applicable agencies. Proposes policy and procedure changes as needed.
  • Investigates participant or landlord issues.
Financial Oversight
  • Ensures the development and implementation of plans, programs and processes to identify and secure the financial resources needed to carry out the organization’s mission.
  • Works closely with the OOH Operations Manager and DHCD’s Fiscal Administrator to ensure fiscal responsibility.
  • Supervises preparation of an annual budget to be approved by the DHCD Director and Fiscal Administration staff as well as the Baltimore County Office of Budget and Finance.
Community Engagement and Interagency Collaboration
  • Establishes working relationships with social service providers, government agencies, applicants, tenants, landlords and community organizations.
  • Attends professional development trainings and community meetings to stay informed about industry trends and community developments.
Communication
  • Communicates verbally and in writing clearly and effectively in all materials and media types. Possesses a demonstrated ability to offer presentations to a variety of internal and external stakeholders.
  • Has the ability to communicate complex ideas clearly, effectively and to a variety of persons and groups.
Examples of Other Duties
  • Facilitates collaboration and knowledge sharing among the various units overseen by the position. Additionally, seeks opportunities to create cohesion with other teams within DHCD, as well as other relevant County agencies.
  • Demonstrates a commitment to diversity, promoting that all people have value.
  • Provides leadership in developing program, organizational and financial plans with the housing board and staff, and carries out authorized plans and policies.
  • Coordinates public engagement activities with the DHCD Director.
  • May serve as a representative to the broader community and advocate the mission locally, regionally or nationally as applicable.
  • Performs other related duties as required.

Required Qualifications

Graduation from an accredited college or university with a bachelor’s degree in business administration, public administration, urban or regional development, accounting or a closely related field.

Plus

Five to eight years of progressively responsible experience, specifically management of a housing authority or voucher administration agency.

  • Supervise development and utilization of computerized management information systems related to generating federal reporting, managing program information and generating management reports and documentation.
  • Human Resources certification a plus.

(Experience as described in the essential duties may be substituted on a year-for-year basis for the required education.)

License or Certification

Certified Management Executive within 2 years of employment or related certification within the Housing industry.

Possess a valid Driver’s License.

Knowledge, Skills, and Abilities

Knowledge
  • Comprehensive knowledge of managing Housing Subsidy Programs or a public housing agency (PHA) program.
  • Comprehensive knowledge of grant writing, grant administration, public funding, contract administration, constituency services, fiscal management and organizational management.
  • Comprehensive knowledge of human capital management.
  • Comprehensive knowledge of County Government organization, policies, procedures and regulations.
Skills
  • Excellent writing and communication skills.
  • Demonstrate expert level computer skills including Microsoft Office (Excel, Word, PowerPoint and Outlook), SharePoint, and other virtual applications and platforms.
Abilities
  • Demonstrate comprehensive expertise in the current and evolving principles for the following:
    • Manage the complex practices of Housing Subsidy Programs or a public housing agency program including development, human capital management, administration of various programs, and navigation of complex regulations and policies.
    • Demonstrate excellent time management skills, including the ability to prioritize work, escalate issues, adjust to changing priorities and meet required deadlines.
  • Ability to establish and maintain effective working relationships with County staff, elected officials, and the general public.

EXAMINATION PROCEDURE

Physical and Environmental Conditions
The work of this classification is essentially sedentary. Some positions may involve occasional travel between work sites.
