Duties
• You will lead, direct and oversee the Division's Program Officers.
• You will conceive, organize, direct and defend basic and applied research, and advanced technology development for science and technology projects.
• You will identify new technology concepts and evaluate their relevance, feasibility and future applicability to Department of Navy missions.
• You will engage with senior leadership to coordinate, evaluate, integrate and facilitate transition of science and technology products and maximize their impact on forces of the future.
• You will monitor individual projects to ensure progress towards cost, schedule and performance objectives and modify plans and milestones to optimize portfolio productivity.
• You will supervise and provide direction to staff

Qualifications You will serve as the Division Director for the Kinetic Weapons Division (0352 Division) and will manage Department of Navy research and development efforts on hypersonic weapons, strike weapons, precision fire control, advanced energetic materials, and swarming systems
In addition to the Basic Education requirements below, your resume must also demonstrate at least one year of experience at or equivalent to the (GS-11/13) grade level or pay band (NP-03) in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate most or all of the following: 1) Performance and management of research, technology and/or developmental programs in kinetic weapons in areas such as: hypersonic weapons, strike weapons, precision fire control, advanced energetic materials, and swarming systems with this experience evidenced by such factors as recent publications, presented papers, invited talks, leadership roles in professional organizations or program developments; 2) Expert knowledge and skill in leading complex systems development and/or the management of large scale research programs; 3) Ability to work with technical specialists from a wide variety of disciplines, 4) Ability to translate general requirements or objectives into clear technical issues, and to formulate prioritized science and engineering plans to resolve issues; 5) Ability to communicate technical information in writing and orally in presentations and briefings; 6) Ability to act as Department Head; AND 7) Knowledge of Defense Acquisition Workforce Improvement (DAWIA)

Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: For 08XX Series: Successful completion of a professional engineering degree
To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics
Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico
Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration

Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions
1310 series:
Degree: physics; or related degree that included at least 24 semester hours in physics.
OR
Combination of education and experience-courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education
1320 series:
Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.
OR
Combination of education and experience -- course work equivalent to a major as shown above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education
1550 series:
Degree: computer science
OR
bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science
At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus
