Under general direction and federal oversight this employment opportunity assists the Department of Energy (DOE), National Nuclear Security Administration (NNSA), Defense Programs (DP), Office of Stockpile Sustainment (NA-122), Stockpile Services Division (NA-122.1) assigned federal program (FPM) task manager
The Program Budget Analyst is accountable for assisting with the management of the program budget activities, reporting, and communicating practices of the assigned office
The work performed is extensive in scope and preference is for a mid to senior career experienced individual with demonstrated federal/DOD/National Lab program/budget analysis expertise or an individual with a very strong financial, accounting and program/budget analyst background with a willingness and aptitude to quickly assimilate the federal budget and program processes
The individual in this position will primarily serve as budget analyst and advisor
Performs a variety of complex, programmatic and technical support services involving data analysis, program plan development, and other related duties
Provides programmatic support associated with current and future fiscal year planning (FYNSP)
This includes participation in preparing program implementation and budget documents over several budget fiscal years, including spreadsheets, charts, monthly report, program briefings, and program documentation
The person in this position must serve as the primary interface between Project Engineers and the DP budgeting systems and work with various groups to synthesize and consolidate program/budget information
Position requires the ability to credibly explain the drivers for schedule/budget changes; respond quickly to real/expected work scope changes, variances, and funding levels with cogent and accurate documentation
The individual must be self-starting, possess an ability to work in a highly dynamic environment, and have an ability to interface with a broad range of federal, military, support contractors, senior staff and leadership
This requires coordinating with Federal Program Managers and Engineers, Program Managers at the NNSA National Labs and nuclear weapon production facilities, and other program/budget analysts to draft cogent and consolidated budget documentation, program briefings, program reports, draft work authorizations, and approved funding program documentation
The individual must understand and explain the technical and programmatic drivers for budget changes and priorities and respond quickly to real and planned work scope changes, variances, and funding levels with accurate analysis and documentation
Travel may vary
All candidates must be able and willing to travel based on assigned project demand
PLEASE NOTE: this is a full-time contractor-support position which is located on-site at the NNSA Albuquerque or NNSA Washington DC offices
Required/Desired Education, Experience and Skills • Active DOE Q and/or DOD TS clearance
• Bachelor's degree in finance, accounting, business administration or related field
Education in a related field in conjunction with work experience will also be accepted.
• Minimum of 6-10+ years of related program/budget analysis experience highly desired
• Strong working knowledge or actual experience of the federal Planning-Programing-Budgeting & Execution (PPBE) process highly desired • Staff experience supporting military, government, or corporate enterprise systems highly desired.
• Advance proficiency in the Microsoft Office suite with particular emphasis on spreadsheet/database applications (advanced MS Excel) required and proficiency may be tested.
• Strong understanding of the relationship between budget timetables and the funding requirements for a representative DOE acquisition program
• Practical and working knowledge of Congressional Appropriations & Budget Processes | AFP – Approved Funding Program | Continuing Resolution | ROTs – Requirements over Target (UFRs Unfunded Requirements) | TAC – Total Available to Cost or New Budget Authority | Uncosted Obligations | WA – Work Authorization processes.
• Excellent written and verbal communication skills with demonstrated experience in developing briefings for senior and executive managers desired.

Skills/Summary of Responsibilities • Serves as the primary interface between Project Engineers and the DP budgeting system.
• Compiles programmatic monthly, quarterly, and end-of-year project reports for use by Project Lead Engineers.
• Compiles and analyzes program activity related Appropriations, Approved Funding Program (AFP) entries, Funding Commitment, Costs, Encumbrances, Obligations and Uncosted Obligations • Analyzes monthly, quarterly, and annual reports on budgetary issues.
• Develops and maintains monthly updates of program status briefings, using established templates and data provided by NNSA systems and laboratory/production plant inputs.
• Manages annual, quarterly, and other periodic reporting requirements, including program reviews, providing programmatic input, and coordinating NNSA site meetings associated with program deliverables.
• Keeps records on status of portfolio and program budget changes, including allocation/reallocation, expenditures, comparison of earned value management system information to identify issues and suggest corrective action.
• Serves as primary organizational interface between NA-12, NA-122.1 and NA-MB (Office of Management & Budget) on budget narratives, budget presentations, SSMP (Stockpile Stewardship and Management Plan) drafts, and other budgetary policy issues.
• Provided advance support to the Federal Program Manager (FPM), analyzes, reports on results, and tracks action items on technical projects undertaken by the national security laboratories and nuclear weapon production facilities in nuclear weapon component development.
• Advises Federal Program Manager in methods for meeting requirements associated with current and future fiscal year planning and assist in developing consistent methods and approaches for use by Federal and contractor budget support staff members.
• Prepares program cost and budget documentation over several budget fiscal years, including the development of complex spreadsheets (Excel), development of program planning and budget briefings (Word & PowerPoint), and draft preparation of work authorizations and approved funding program documentation.
• Provides program management support in the preparation, coordination, evaluation, review and analysis of program execution plans and tracking, monitoring, and reporting of program-specific milestones and updates of annual performance measures
• Analyzes, formats, and presents justifications to be used by senior federal management and external organizations, such as Congress and the Office of Management and Budget.
• Clearly and concisely conveys analysis results to all levels of Federal management in support of programmatic decisions.
• As internal processes mature, creates, and maintains database of codified and formalized procedures and process improvements for NA-122 Office activities.
• Develop budget and program information in excel, budget databases, financial/accounting enterprise systems etc., and perform the extraction of information as necessary for budgets planning, programming and execution to include briefings, reports, etc
