Summary

This position is responsible for the coordination, negotiation and technical work related to the adjustment, relocation or installation of utility structures or facilities for transportation projects. This person will oversee multiple projects and coordinate with internal design staff, utility providers, contractors, utility locate services, municipalities, and government agencies.

Essential Duties and Responsibilities
  • Effective communication in person, by email, and over the phone
  • Notify utility companies of upcoming projects. Effectively communicate the intent of the work, and work with the utility providers to obtain copies of their basemaps
  • Work with subconsultants or contact Missouri One-Call directly to request utility locates at critical locations on projects, develop and maintain a system for tracking the locates, and confirm the locates were complete by making site visits. Work with internal staff or independently update CAD files to reflect actual locations of existing utilities on the project
  • Ability to read roadway construction plans and perform conflict analysis between existing utility locations and proposed improvements from the Preliminary Plan Phase through Final Construction Plans
  • From review of roadway plans, identify conflicts and prepare and track utility conflict analysis
  • Communicate with utility providers the purpose, location, time and date of a utility meeting. Conduct meeting by confirming teach utility's accurate representation on the plans, communicating the perceived conflicts, and requesting options for avoidance or plans for relocation. If conflicts are not obvious, request potholing of existing facilities to confirm location and work with surveyors to record locations of exposed services. Be present during potholing to ensure the subcontractor conducts their locates in the appropriate locations
  • Continued monitoring, correspondence, confirmation of relocation plans, and status of permitting. Track all phone, email and in-person correspondence
  • Provide regular updates to clients on utility coordination progress for each project.
  • Help with development of utility Job Special Provisions (JSPs) to notify potential bidders of the presence and status of all utilities within the corridor
  • Attend pre-bidding or preconstruction conference to provide information and status updates to potential bidders or contractors regarding the presence and status of all utilities within the corridor
  • During construction, serve as the local utility facilitator (as needed in the field) to assist in coordinating all activities with utility representative related to utility construction, relocation, adjustments, or conflicts
  • Perform other tasks as assigned to help accomplish the company's goals

Education and Experience
  • Associates Degree in Civil Engineering Technology, Drafting, Electrical Technology or related technical field
  • 2 or more years of experience in transportation engineering, utility coordination, permitting, construction management, or related fields
  • Proficiency with AutoCAD, Civil 3D, MicroStation, Geopak, and Microsoft Office products is beneficial
  • Thorough understanding of MoDOT policies, codes, regulations, and standards
  • Ability to read and interpret project plans, cross sections and right of way documents, as well as ability to read and interpret utility basemaps
  • Ability to brainstorm design changes with internal staff to avoid utility conflicts when possible
  • Familiar with standard procedures relative to roadway construction, utility planning construction and engineering fundamentals
  • Strong written, verbal and interpersonal communication skills
  • Excellent problem-solving skills and attention to detail
  • Personal vehicle and valid driver's license
  • Travel to jobsites is required based on project-specific needs
  • Bachelor's Degree in Civil Engineering preferred
  • Professional Engineering licensure preferred
  • Experience with utility coordination on MoDOT or St. Louis County Department of Transportation projects preferred
  • Utility experience, such as subsurface utility exploration, potholing, or construction observation preferred
