Classification Definition

This position is at-will, no benefits, and limited to work no more than 1,000 hours in a fiscal year.

This recruitment is continuous and may close without further notice.

To perform a variety of dispatching duties in support of public safety emergency services; to receive and route emergency and non-emergency telephone and radio calls; to dispatch police officers to calls for service; to operate a variety of communication equipment including radio, telephone, and computer systems; and to perform a variety of duties relative to assigned areas of responsibility.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from higher level management or supervisory staff.

Essential Duties and Responsiblities

Essential and other important responsibilities and duties may include, but are not limited to, the following:

* Receive emergency and non-emergency calls for service; dispatch field units to emergency situations.
* Determine nature and location of call; determine priority of calls and dispatch units accordingly
* Provide assistance, information and directions to non-emergency callers.
* Maintain awareness of field units activity within the computer aided dispatch (CAD) system; communicate with field units through radio in accordance with mandated regulations; maintain status and location of units on patrol.
* Perform warrant checks as directed by police officers on the scene; relay results to officers.
* Respond to field personnel resource requests; dispatch necessary resources.
* Operate a variety of specialized communication equipment in the performance of all job duties including computer terminal with computer aided dispatch software, radio console, scanner and related electronic systems and devices.
* Maintain logs and record of all calls.
* Respond to public inquiries in a courteous manner; provide information within the area of responsibility; resolve complaints in an efficient and timely manner.
* As assigned, participate in training staff including emergency dispatching methods, procedures and techniques; verify work of assigned staff for accuracy, proper work methods, techniques and compliance with applicable standards and specifications.
* Collect and file information regarding incidents and departmental activity; compile data; prepare and type reports as necessary.
* Monitor inventory levels of office supplies and equipment; requisition and replenish supplies as necessary.
* As required, search suspects and perform other matron duties.
* Receive and handle after hours calls not directly related to police services; contact other City departments as needed in order to obtain proper response to citizen concerns and issues.
* Perform related duties and responsibilities as required.

Minimum Qualifications

Experience and Training Guidelines

Minimum requirements as a condition of hire:

Experience: Two years of increasingly responsible public safety emergency dispatch experience in a California agency.

Training: Equivalent to the completion of the twelfth grade.Ability to type at a NET speed of 40 wpm. TYPING CERTIFICATE MUST BE ATTACHED. MUST BE DATED WITHIN ONE YEAR OF YOUR APPLICATION. (ONLINE TYPING CERTIFICATES ARE NOT ACCEPTED).

Licenses and Certifications: CA POST Emergency Dispatcher Certification OR Fire Communications equivalent.

QUALIFICATIONS

Knowledge of:

Operations, services and activities of an emergency dispatching system.

Operations of a computer aided dispatch system.

Methods and techniques of dispatching emergency calls.

Current dispatch terminology, codes, procedures and practices.

Principles and procedures of record keeping, security and dissemination.

Techniques of questioning to assess both emergency and non-emergency calls.

Streets, landmarks, and geography of the Rialto area.

English usage, spelling, grammar and punctuation.

Modern office procedures and methods including computers and supporting word processing and spreadsheet applications.

Pertinent Federal, State and local laws, codes and regulations.

Ability to:

Perform a variety of emergency and non-emergency dispatch duties.

React calmly and effectively to emergency situations.

Respond quickly and efficiently to emergency situations.

Establish priority of emergency situations.

Effectively communicate and elicit information from callers.

Work a shift rotation, holidays, weekends, and evenings

Analyze and interpret maps.

Operate 9-1-1 systems, radio transmitting system, and computer aided dispatch system.

Respond to and resolve difficult and sensitive citizen inquiries and complaints.

Work independently in the absence of supervision.

Prepare and maintain a variety of files, records and reports.

Type accurately at a speed necessary for successful job performance.

Understand and follow oral and written instructions.

Operate a variety of office equipment including a computer, teletype and radio.

Interpret and apply Federal, State and local policies, procedures, laws, codes and regulations.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain cooperative working relationships with those contacted in the course of work.

Maintain mental capacity which allows for effective interaction and communication with others.

Maintain physical condition appropriate to the performance of assigned duties and responsibilities.

Office environment; exposure to computer screens; dispatch environment involving emergency situations.

Physical Conditions:

Essential and other important responsibilities and duties may require maintaining physical condition necessary for sitting for prolonged periods of time.

Typing Certificate Requirements

The Human Resources Department requires that a certified typing certificate be submitted along with a City Employment Application for all positions that specify a typing speed requirement. The certificate must be issued by an accredited school or agency and dated within one year of our application.

The certificate must contain:

* Typing agency's official emblem
* Name of applicant
* Number of NET words per minute
* Date of certificate
* Signature of person certifying the certificate
* Address and telephone number of agency

It is the responsibility of the applicant to ensure that certificates issued by any agency meet the requirements stated above. It is also the responsibility of the applicant to ensure that their certificate is attached to their application. NO online typing certificates will be accepted.

Background Check Process

All appointments to this position are subject to the successful completion of an in-depth background investigation conducted by the Rialto Police Department as well as a physical examination including a drug screening. The background investigation is a rigorous process. A typical background investigation includes but is not limited to: background interviews with individuals designated by the Rialto Police Department (this may include current and former co-workers, friends, relatives, neighbors, or any other relevant individual), criminal background check, credit check, polygraph examination, and physiological evaluation. Candidates may be disqualified from further consideration during the background investigation for a variety of reasons including if they have: an excessive number of traffic citations and/or collisions; arrests and/or convictions; a history of illegal substance abuse; poor credit history (factors include bankruptcy, foreclosures, liens and repossessions); or thefts from a previous employer. Selection Process:

Candidates must clearly demonstrate through their application material that they meet the employment standards outlined above.
